Public Participation
Halifax Regional Municipality has six Community Councils, each consisting of three to six districts. Community Councils consider local matters, make recommendations to Regional Council, and provide opportunities for public input.

Which is my Community Council?
Chebucto Community Council consists of:
District 10 - Clayton Park West
District 15 - Fairview - Clayton Park
District 16 - Rockingham
District 17 - Purcell's Cove - Armdale
District 18 - Spryfield-Herring Cove (that part which was
situated within the boundaries of the former
City of Halifax prior to April 1, 1996)
Harbour East Community Council consists of:
District 4 - Cole Harbour
District 5 - Dartmouth Centre
District 6 - East Dartmouth - The Lakes
District 7 - Portland - East Woodlawn
District 8 - Woodside - Eastern Passage
District 9 - Albro Lake - Harbourview
Marine Drive, Valley & Canal Community Council consists of:
District 1 - Eastern Shore - Musquodoboit Valley
District 2 - Waverley - Fall River - Beaver Bank
Discrict 3 - Preston - Lawrencetown - Chezzetcook
North West Community Council consists of:
District 2 - Waverley - Fall River - Beaver Bank
District 19 - Middle & Upper Sackville - Lucasville
District 20 - Lower Sackville
District 21 - Bedford
District 23 - Hammonds Plains - St. Margarets
Western Region Community Council consists of:
District 22 - Timberlea - Prospect
District 23 - Hammonds Plains - St. Margarets
District 18 - Spryfield - Herring Cove (that part which was
situated within the boundaries of the former
Halifax County Municipality prior to April 1,
1996)
Peninsula Community Council consists of:
District 11 - Halifax North End
District 12 - Halifax Downtown
District 13 - Northwest Arm - South End
District 14 - Connaught - Quinpool (with the exception of
the area as shown on Map 2 of Administrative
Order Twenty-Eight)

Public Participation
There are three main ways for citizens to express themselves at Community Council meetings:

Presentations
Public Participation Period
Public Hearings
Public hearings on various issues (rezoning, new developments, etc) are advertised in the local media in advance of the hearing date.
Citizens who wish to address Community Council on the issue may do so at the Public Hearing. Each speaker may only speak once and for a maximum of five minutes. The time period is to accommodate as many citizens as possible to address the Councillors during the Public Hearing.

Presentations:
Citizens may state their views or comments to Community Council during the "Presentations" segment of the meeting agenda.
Those wanting to make a presentation to Community Council are asked to notify the Municipal Clerk's Office by email or in writing, in advance.
If appropriate, a date for the presentation will be set and the presenter(s) will be notified. Each presenter will be allotted a maximum of five minutes to make their presentation to Community Council.

Public Participation Period
Time is usually allotted at the end of each meeting of Community Council to allow citizens to pose questions to Councillors, through the Chair.
The questions should be kept brief and whenever possible, directed to a specific Councillor(s).
Should a member of the public wish to pursue a matter in greater detail than the Public Participation period will allow, they may discuss their issue or offer comment to the Chair or a Councillor(s) after adjournment.
