Partners in Graffiti Management
Graffiti occurs on a range of public and private property and affects the whole community.

A Graffiti Management Plan will be most successful when a community approach is taken. The responsibility for managing graffiti will be most effective when all the stakeholders participate and a multi-faceted approach is applied.

We thank the following community partners for being pioneers in joining HRM in our goal to reduce graffiti in HRM. They have also made a commitment to focus their efforts in priority areas.

Aliant Aliant

Aliant will actively support HRM in its goal of reducing the prevalence of graffiti in HRM through a coherent set of initiatives, while simultaneously strengthening our community capacity and increasing civic responsibility.

Aliant will continue to invest significant resources in the
prevention and clean-up of graffiti. This includes but is not limited to our cabinet mural program and rapid removal of graffiti on Aliant-owned infrastructure within the municipality.

Aliant will also commit to comply with HRM’s graffiti removal standard as set out in Policies 1 and 2 in the Graffiti

Management Plan:

  • Policy 1 HRM will designate specific geographic areas or sites as priority graffiti zones.
  • Policy 2 Pursuant to Policy 1, graffiti removal within areas designated priority graffiti zones will be of greatest importance.

Canada Post

Canada Post

Canada Post joins HRM in its concern regarding graffiti that defaces many of the street installations of companies. Canada Post has shown great support in collaborating with HRM on the issue of graffiti.

Canada Post is committed to:

  • Clean promptly (within 48-72 hours) any graffiti that implies vulgar or inappropriate language or drawings.
  • Remove graffiti from the 100+ mailboxes located in the downtown core of HRM.
  • Maintain the focus on the tourist zone to be aligned with HRM strategy.
  • Complete a pilot project to assess the condition of every mailbox
    in HRM.
  • Be an active partner with HRM in terms of graffiti management (participate as a member of the Graffiti Task Force, share feedback, provide input, etc.).

Nova Scotia Power Inc.

Nova Scotia Power

Nova Scotia Power (NSPI) is pleased to partner with HRM and other key stakeholders in helping manage graffiti in HRM.

NSPI has committed to:

  • Participate on the Graffiti Task Force, which is intended to provide a forum for continued collaboration and joint initiatives.
  • Complete annual inspection of all pad mount transformers (large green boxes usually found on commercial properties) and will add a "check box" for their representatives to fill in if the pad mount has graffiti on it.
  • Develop a comprehensive plan to address graffiti along with expected response times.
  • Assist with new developments - if pad mount transformers are required, and they are in one of the 8 identified priority zones, NSPI will advise placement of the transformer so it is not visible from the street.
  • Participate in clean-up blitzes in priority areas.

  • HRSB has agreed to actively participate on the HRM Graffiti Management Task Force.
  • HRSB will work through the Program and School Administration departments of the board to assist HRM in the development of a graffiti education program that is appropriate for all 3 levels of school.
  • HRSB will work through the Program and School Administration departments of the board to facilitate ease of access to classrooms for Graffiti education
  • HRSB will work through the Program and School Administration departments of the board to facilitate training for teachers to detect and respond to students engaged in graffiti
  • HRSB will participate with HRM and other partners in annual community Graffiti clean-up campaigns to the extent that our resources allow. In all cases, HRSB will cooperate in promoting such campaigns.
