Consumer Fireworks are not toys. Consumer Fireworks are, in fact, powerful pyrotechnic articles and, for this reason, both their sale and purchase are restricted.
The Explosives Regulatory Division of Natural Resources Canada routinely tests fireworks and approves those that are safe to transport, store, handle, and use.

Flying Lanterns (Sky Lanterns)
Flying Lanterns or Sky Lanterns resemble a small hot-air balloon, and are fuelled by an open flame. When the fuel source is ignited, the hot air produced by the fuel source can lift the lantern to extreme heights and allow it to drift long distances before the fuel supply is depleted.
Flying Lanterns do not meet the requirements of sentence 2.4.3.3.(1) of the National Fire Code of Canada (NFC) as adopted by the Fire Safety Regulations of NS and are not acceptable for use in HRM.
NFC 2.4.3.3.(1) "Devices having open flames shall be securely supported in non-combustible holders and shall be located or protected so as to prevent accidental contact of the flame with combustible materials.”
Penalties can be found in Section 44 of the NS Fire Safety Act.
