Halifax Regional Municipality's Administrative Order Number 33 Respecting Open Air Burning defines the

Permit Required Zone as ...

"... locations that are fully serviced with BOTH municipal water and sewer..."

Thus, if your location is serviced with BOTH municipal water and sewer then you live in an HRM Permit Required Zone and you DO require an HRM Burning Permit.

No Permit Required Zone as ...

"... locations that are NOT serviced with municipal water or sewer..."

Exceptions:

So ... other than for the commercial burning exception above, if your location is serviced with municipal water but not municipal sewer (i.e. you may have a septic system) then you live in an HRM No Permit Required Zone and you DO NOT require an HRM Burning Permit to burn, providing all requirements of By-Law O-109 are met.

Likewise, if your location is serviced with municipal sewer but not municipal water (i.e. your water may be provided from a well) then you also live in an HRM No Permit Required Zone and you DO NOT require an HRM Burning Permit to burn, providing all requirements of By-Law O-109 are met.
