2007 Award Recipients

Police Officer of the Year

Constable D’Arcy Hueston
Cst. Hueston continuously demonstrates to his fellow members his dedication to his community in both proactive and reactive policing roles. He is one of the top performers on his shift in every regard, whether it be street checks, tickets or calls for service. He has made significant in-roads in the Greystone area of Spryfield in the past year, working with citizens to solve crimes and hold regular community meetings. He arranged for West Division to purchase Christmas gifts for children in need in the area and recently organized a basketball game between police and youth to forge positive police-community relations.

 

Detective Frank Hoskins Memorial Award

- Investigator of the Year -

Detective Constables David Boon and Darrell Longley

It became a personal and professional mission for these investigators to bring Mr. Jermaine Carvery to justice for numerous violent robberies in HRM, particularly the one at Costco in 2004 which involved over forty victims. Through hours of diligent investigation, Det/Csts. Boon and Longley were able to allege the suspect is responsible for numerous robberies in other policing jurisdictions in Nova Scotia. They also liaised with Metro Toronto Police which led to the laying of charges against Carvery for similar offences in their area.

Chief’s Meritorious Service Award

Constable Mike O’Sullivan
As a thirty-year veteran, Cst. O’Sullivan is regarded as a role model and mentor across the organization. With his quiet, humble and unassuming approach, he treats everyone - whether employees, law-abiding citizens or criminals - with respect. In his role as Community Response Officer in the downtown core, a position he held for three years, he made in-roads with the business community and street youth alike. He brings to the job today the same enthusiasm and strong work ethic as he did when he was a rookie.

Velarie Moulton-Pugh - Civilian

With over 27 years of service, Vel constantly demonstrates patience and professionalism when dealing with both employees and customers, and is the epitome of honesty and integrity. In the Extra Duty Office, she is extremely efficient and dedicated; the professional way in which she handles her work responsibilities positively impacts those who work with her. Outside of her role, she is dedicated to her community. This past Christmas, she created countless gift packages for a local homeless shelter on her own time and then selflessly donated them on behalf of HRP.


Community Contribution Award

Constable Roger Sayer
Cst. Sayer is the epitome of an individual who goes above and beyond in and for the community. He far exceeds the expectations of his role as a School Response Officer given that he immerses himself into the Dartmouth High family of schools, attending many school events and fundraising activities on his own time. Last year, he also volunteered with the HRP Youth Program, attending events with the participants and serving as a strong role model for them. He also volunteered to run with the 2007 Police Science Program to instill discipline in our Cadets.

Wendy Boyd - Civilian
Wendy was the driving force behind HRP rallying around one of our own. She coordinated all fundraising activities in support of Sergeant Barb Eye who is suffering from sporadic ataxia and required funds to allow her to travel to China for medical treatment. As a result of Wendy’s determination, HRP raised in excess of $15,000 through bake sales, a quilt draw, 50/50 draws, and an auction and benefit night known as the Eye Extravaganza. Wendy’s efforts remind us that we are all a part of a wonderful extended police family and that we truly come together for one another.

Dick Farah - Volunteer
Dick is an active member of the Burnside Watch volunteer program, contributing 359 hours in 2007 alone and acting as the group’s administrator. He chairs the Burnside Watch Society which provides funding for the patrol group, and sits on the Board of Directors for the Greater Burnside Business Association. He also volunteers with Christmas Daddies, Singles & Singles Again, Safe Communities and the Halifax Chamber of Commerce. Further, Dick recently lost his locks for the Terry Fox Foundation’s Great Canadian Head Shave.

Aliant - Corporate Partner
Aliant has dedicated itself to working in partnership with police to provide valued and sustainable community programs. For a number of years, they have provided and promoted the Bully Hot Line, ensuring youth, parents and teachers have ready access to police advice on bullying issues. They provide BoBo the Bully books for distribution by our School Officers. They have also sponsored Police Week, with a particular emphasis on the responsible and educated use of the Internet. They also partner with HRM to provide telephone lines for our CityWatch system, which enables us to provide timely and relevant community notifications to our citizens.

 

Civilian of the Year


Bill Brooks
Bill regularly works above and beyond the call of duty, and will not leave until all required tasks are performed for the day. When his supervisor was seconded to a major operation for three months, Bill assumed the management of Quartermaster Stores on his own initiative. Given Bill’s efficient handling of evidence, it is the organization’s belief that a court case has never been lost due to the storage and/or retrieval of property. He recently searched tirelessly for and subsequently located a key piece of evidence in a brutal murder.
