Bloomfield Site Map

Future developer selected

On December 11th 2012 Regional Council approved the Nova Scotia Housing Development Corporation (a provincial crown corporation) as the successful proponent and future developer for the Bloomfield property. This selection comes from an in-depth 5 month request for proposal (RFP) process which evaluated multiple proposals using a pre-determined set of scoring criteria.

The selected proposal meets the intent of the Bloomfield Master Plan and vision developed with the Bloomfield Master Plan covercommunity and approved by Council in 2006. Core aspects of the development will include a mix of housing options including 40% affordable units, dedicated facility space for community and cultural organizations and activities, opportunities for artists and a diversity of commercial space. The proposal also includes 20% public open space for the benefit of the larger community and residents who will live in the new Bloomfield neighbourhood.

The final sale of the land and agreement of purchase and sale will be subject to the outcome of a future planning process which will seek further public input into site design and other development aspects. The developer will also consult with the community on key aspects of the proposed community and cultural space. This includes ongoing engagement with Imagine Bloomfield, a non-profit volunteer organization that has worked with the community and HRM to ensure that the needs of the community are met through the planning and development process.

“Bloomfield is a dynamic hub where community, cultural, social, and economic activities converge. Good urban design, sustainable practices, and social and cultural innovation result in buildings, public open spaces, and activities that together support a diverse and vibrant community and address its varied interests and needs.”

The vision for the Bloomfield site includes an integrated mix of community, cultural and commercial spaces set within a diverse residential neighbourhood. At the heart of this community is a “creative hub” which supports artists, non-profit organizations, and creative and social enterprise alongside homeowners, tenants, and business.

This vision sees the property, through its quality built form and function, as an incubator for innovation, community exchange and sustainable economic development. Central to the Bloomfield vision are core principles that will shape all aspects of the development.
