On June 26, 2007 Halifax Regional Council adopted the HRM Off Leash Parks Strategy. HRM is currently implementing the Strategy at several pilot off leash program sites in HRM parks. The off leash areas will serve as temporary test sites for off leash activities and will be closely monitored over the next two years to ensure the success of the program.
Areas of the Dartmouth Commons, Fort Needham Memorial Park, Sandy Lake Park, Shubie Park, and Hemlock Ravine Park have been selected as pilot off leash program sites.
New park signs have been installed to direct dog owners to the off leash areas. Doggie bag dispensers featuring biodegradable dog waste bags have also been provided at park entrances along with posted off leash area rules and maps to ensure that HRM's off leash park areas are clean and safe for all park users.
Partners for Pets in Parks
The Off Leash Parks Strategy is a policy project led by HRM Real Property Planning with the following partners:
- HRM Animal Services
- HRM Municipal Operations
- HRM Capital Projects
The strategy will ensure access to some parks for dog owners as well as freedom from dogs where parks, parts of parks, or park activities are not compatible with the presence of dogs.
It includes a comprehensive set of planning principles to guide the development of an off leash parks program. The components of the strategy outline:
- how and where off leash areas will be designated and managed;
- why sites will or won’t be designated;
- who will be involved in decision making processes;
- when implementation will take place.
