By 11:30 a.m. on December 6 - just 2 hours after the dreadful explosion, Deputy Mayor Colwell, five aldermen, and twelve citizens, including Lt. Gov. Macallum Grant and Justice Harris, assembled in the City Collector's Office - the only room still serviceable after the damage...
