In August, 2006 a request for proposals (RFP) was issued by HRM to assess the potential economic impacts of the 2014 Commonwealth Games. All three levels of government agreed to fund and participate in the preparation of the study as part of their due diligence evaluation of public funding for the Games.  On October 31, a contract was awarded to Canmac to undertake preparation of the economic analysis.

The preparation of the study was overseen by staff from Halifax Regional Municipality, the Provincial Departments of Economic Development and Health Promotion and Protection and the Atlantic Canada Opportunities Agency. The study team reported directly to senior administrators representing the three government funding partners.

The economic impact analysis is a way of ensuring that any investment or expenditure commitments made by the public sector are substantiated within the broad context of economic benefit to HRM, the Province of NS, the Atlantic region and Canada.

The study determined that, although the employment, infrastructure and legacy benefits associated with undertaking the project were significant, the net economic benefits associated with the 2014 Commonwealth Games were modest in relation to the overall level of public investment required.

This was one of three consultant studies commissioned by the three funding partners as part of the process of due diligence, and this study was only one piece of a substantial amount of information that informed the decision to withdraw from the Bid process.
