Correspondence

The Municipal Clerk's Office can assist you with distributing correspondence to Regional Council, Community Councils, and Boards & Committees.

Your comments must include at least your first initial and last name – anonymous submissions will not be distributed.

If your comments are more than three (3) pages long, you must provide copies to the Municipal Clerk's Office.

Your written comments will be distributed to Members of Regional Council, Community Council, or Board/Committee, as well as relevant staff. They will be kept on file as part of the official public record.

As part of the public record, your comments will be distributed to other members of the public on request. Your signature and contact information will be removed before your comments are distributed to the public; however, your full submission may be viewed by request in the Municipal Clerk's Office.

 


Presentations

Members of the public may request to make a presentation to Regional Council. Possible outcomes of the request include:

  • placement on the Regional Council agenda
  • referral to the Chair of a Standing Committee, Community Council, or other Board/Committee
  • referral to staff
  • determination that Council will receive only written submissions on the topic
  • if subject matter is outside the jurisdiction of HRM, refusal of the request

The process for making and evaluating requests for a presentation is described in Administrative Order One, Section 44

Committee of the Whole on Budget - Public Submissions

Committee of the Whole meetings on Budget are held to consider the proposed operating and capital budgets and business plans of the Municipality for the next fiscal year. The public has the opportunity to participate, as outlined in Administrative Order One ("The Procedure of the Council),"Schedule 4, Part 9:

Public Submissions
9. (1) The Committee of the Whole on Budget may hear and consider a submission
or representation from any person who wishes to be heard respecting the Budget, and each submission shall be limited to five (5) minutes.

(1A) The submission or representations shall be heard immediately after the staff presentation on the matter and any questions of clarification from the Members.

(2) If more than one person appears representing a group or association in relation to a particular item, the Committee may require that the persons designate a spokesperson who shall speak on behalf of the group or association so appearing.

Standing Committees - Public Participation Guidelines

  • Each submission will be limited to five (5) minutes.
  • Submissions cannot include information relating to a public hearing or an appeal hearing.
  • Comments should be respectful, relevant to the Terms of Reference of the Standing Committee, and directed to the Chair.
  • If more than one person appears representing a group or association in relation to a particular item, the Committee may require that the persons designate a spokesperson who shall speak on behalf of the group or association so appearing.
  • Individuals name, community and comments will be recorded in the minutes, and no further action will be taken at that meeting without a motion of the Committee at a subsequent meeting.
