Mayor Kelly is pictured with the Halifax-Norfolk Sister Cities Citizen's Committee and the lobster scultpture "Peggy- The Sea Sister" which is being shipped to Norfolk as a gesture of friendship.  It will be placed in Norfolk's Town Point Park.  Norfolk will be returning the favor by sending a mermaid sculpture- a popular icon there.
