Meeting Request
Requests to meet with Mayor Kelly can be made in writing, or by calling (902) 490-4010. Please tell us the subject matter and/or issues you wish to discuss with the Mayor, who will be in attendance for the meeting as well as a contact person with relevant return address and/or telephone number. The Mayor's Office receives many diverse and wide-ranged requests for meetings with the Mayor. Although his schedule is often booked well in advance, we will always do our best to accommodate your request.

Event Invitation
Each year, the Mayor attends many special events, ceremonies and celebrations that take place in and around Halifax Regional Municipality. If you would like to invite Mayor Kelly to your event, you can request his attendance in writing by providing:
- background information on the event and who is organizing it;
- the date and time of the event (and whether these are flexible);
- the event's location;
- the number of people expected to participate;
- the role you would like the Mayor to play (i.e., speech, award presentation, guest, etc.)
- name and phone number of a contact person (and fax and e-mail, if available).
Please give the Mayor's Office as much notice as possible for your event as decisions are based on the Mayor's availability. Requests can be sent to:

Once your invitation has been reviewed by the Mayor, you may expect a response indicating if he is able to attend or not. On certain occasions, a member of Halifax Regional Council may represent the Mayor at events.

Welcome Message or Program Greetings
Letters of welcome or greetings are issued to groups, institutions, individuals, organizations, or businesses for the following:
- conventions, trade shows, festivals
- region-wide sports tournaments
- cultural celebrations
- charity fundraising galas
- significant anniversaries and awards
Letters are often used in an organization's printed program or for display purpose at the convention, trade show or event for which it was requested.
Letters of greeting will not be issued for:
- events or organizations that have no direct relationship to Halifax Regional Municipality
- anything that contravenes HRM's policies or by-laws.
Requests for Letters of Greeting must be accompanied by a detailed description of the organization and the event for which it is being requested. Drafted words and phrases to be included in the Letter are welcome. The more detail provided regarding the event, the more personalized the Letter can be. At a minimum, the accompanying information must include: the event date, printing deadline, a brief overview of the event, and contact information.

Celebratory Scroll
Scrolls are issued for anniversaries starting at 25 years, birthdays starting at 65 years, official openings, athletic championships, and for outstanding community service.
Scrolls are only issued to residents of Halifax Regional Municipality. Requests are required in writing and should be submitted a minimum of two weeks prior to the event. To request a scroll, please provide the following details:
- Recipient Information: first and last names, street address, city, province and postal code
- Occasion information: state the occasion (e.g., 25th wedding anniversary, 65th birthday) and the actual date of the occasion.
- Requester Information: First and last names, daytime phone number, e-mail address
- Pick up or mail: If you would like to pick up the scroll at City Hall or provide the address to which the scroll should be mailed

Proclamation.
Proclamations are ceremonial documents signed by the Mayor and issued for:
- Public awareness campaigns
- Charitable fundraising campaigns
- Arts and cultural celebrations
- Special honours on the recommendation of the Mayor only.
Proclamations will not be issued for:
- Matters of political controversy, ideological or religious beliefs or individual convictions.
- Events or organizations with no direct relationship to HRM.
- Campaigns or events contrary to HRM policies or bylaws.
- Campaigns intended for profit making purposes.
Other
- An organization may request only one proclamation annually.
- An organization may request one document per campaign/celebration.
- A congratulatory letter or customized scroll may be offered as an alternative where the proclamation criteria are not met.
- An organization does not have exclusive rights to the day, week or month of their proclamation.
- Proclamations are not read aloud at meetings of Halifax Regional Council.
Proclamations are issued at the discretion of Halifax Regional Municiplity.
One copy of the proclamation will be issued to the requesting organization. If you request a proclamation for the first time, please provide details on your organization and the relevance of the proclamation to the Halifax Regional Municipality. As well, please provide a draft of what you would like to see included in the proclamation. The proclamation must fit on one page.
Proclamation requests must be submitted in writing each year, to Office of the Mayor a minimum four weeks before the event

Flag Raising
Flag raisings enhance public awareness of activities such as fund-raising drives, multi-cultural events and national or independence day.
A Country, event or activity flag or pennant is raised on the courtesy flagpole located at City Hall.
The HRM will only fly the flags of nations recognized by the Federal Department of Foreign Affairs, on national days or on the anniversary of a special occasion, or the flags of non-profit or charitable organizations.
Requests to use the courtesy flagpole should be submitted in writing and will be confirmed on a first come first served basis. Please mail or fax the following information to:

Include:
- organization name, address, contact, title, phone number, fax, number and email address
- proposed date and time of flag raising ceremony
- request for a ceremony
- equipment required e.g. lectern, microphone
- name of flag to be raised

Half -masting flags
Flags may be lowered to half-mast to commemorate special days such as Remembrance Day or as a measure of respect and condolence when a high profile official passes away.
A flag is generally half-masted until sunset on the day of the funeral, unless other arrangements have been specified.
