Culture defines people, neighbourhoods and communities. It can be found in our artistic and creative expressions, traditions, social viewpoints and local aspirations. It is our identity, history, a sense of place and belonging.

The Halifax Regional Municipality (HRM) believes that culture plays a vital role in sustainable community development and needs to be integrated into all levels of municipal planning. With this in mind, HRM developed and adopted the HRM Cultural Plan in 2006. The Cultural Plan provides a framework and guides the municipality in its role as programmer, investor, facilitator and manager of cultural assets.

HRM is recognized as the largest centre for cultural activity in the Atlantic Region. It ranks number seven in the top most creative cities in Canada, and has the highest concentration of artists per capita. Halifax Regional Municipality is committed to leading the “Creative City” movement.
