Design & Construction Services

The division provides professional design and construction services required to organize and coordinate the engineering design and construction of HRM's municipal infrastructure. Design and Construction Services is one of three engineering divisions within the Infrastructure and Asset Management Services department. The Design and Construction Services division consists of the following:

     Design and Construction Services - Dave Hubley, P.Eng., Manager

  • Design - Jeff Spares, P. Eng., Sr. Design Engineer
  • Construction - Bruce Colborne, P. Eng., Supervisor
  • Surveying - Dave Lorimer, NSLS, Supervisor
  • Infrastructure Management - Robert MacKenzie, Coordinator
  • Plan Records - Clary White, Supervisor
  • Administration - Kathy Roberts, AA

Overall division work includes the design, tender and construction of the capital works program each year and development of Municipal Servicing Standards. Projects designed and constructed include parks, sewers, pumping stations, traffic improvements, roads and streets, sidewalks, curb & gutter and miscellaneous.

Divisional responsibilities

  • Prepare the Capital Works Program of HRM, including the initiation and coordination of projects with other departments, divisions and agencies.

  • Prepare studies, cost estimates, designs, tenders and award reports for Capital Works Projects, including in-house survey, drafting, design and specifications.

  • Provide survey, drafting and engineering expertise to other departments in HRM; including Works and Natural Services (Sewer, Roads and Streets, Parks and Grounds), Community Services, Industrial Commission, Real Estate, Environmental Services, Solid Waste, Construction Services, Policy and Planning etc.

  • Administer Local Improvement Policy

  • Establish Design Standards for Infrastructure works to be taken over by HRM.

  • Provide review of new materials and engineering techniques which are proposed to be incorporated into HRM infrastructure.
