On March 21, 2000, Halifax Regional Council approved the Municipal Service System guidelines for storm sewers, drainage, streets, trees, street lighting, gas pipelines, capital district and associated municipal infrastructure. The document consists of the following sections;
The Municipal Servicing System guidelines were developed to provide consistency in design and construction issues among developers, consultants and contractors across HRM. Any comments are welcomed and encouraged from all interested parties. A similar servicing standard exists for water and wastewater systems and is available on the Halifax Water's (HW) website. The Design and Construction Specifications have been prepared for: setting minimum design and construction standards for Municipal Water and Wastewater Systems within the HRM; to list and suggest limiting values for items upon which an evaluation of such designs will be reviewed; to establish uniformity of practice in the HRM.
In addition to the design criteria set forth in the Municipal Servicing Specifications, all systems shall conform to any of the more stringent requirements established by other authorities having jurisdiction. It is the intention of HRM to conform with the advances and improvements in the practice of municipal engineering, and we look forward to a successful utilization of the document.
Significant changes have been made to Part C - Drawing Standards as a result of a software upgrade to AutoDesk Civil 3D (C3D). The objective of these changes is to improve the creation of drawings in a standardized format. Specifically, the DWG layer structure has improved to cluster like features together; C3D styles have been created to provide a standard for feature display and manipulation; template drawings have been created to standardize C3D features; descriptions have been added where possible to communicate the context of the C3D style and/or layer; and integration of Survey features via LandXML import. The Municipal Service System guidelines are subject to change without notice, and the onus is on users to ensure that they are in possession of all revisions. The latest copy of the Municipal Service System guidelines is dated 2009.
