Update on RP+5 Public Consultations

Seven meetings and a kick off event attended by over 500 citizens in person, and by another 61 online during live-streamed events, were recently held in various HRM communities to discuss what has changed since the 2006 Regional Plan was adopted and how key policies need to address current challenges and future opportunities.

We would like to thank everyone who participated in the RP+5 process so far, and we hope that you continue to stay engaged. If you didn't have a chance to participate in-person, or would like to provide additional feedback, you can continue to provide written comments to planhrm@halifax.ca

New On-line Survey

The survey will be open until Friday, May 4th.  The purpose of the survey is to test priority policy goals and issues presented during Phase 2 of public consultations. Please share this opportunity with others!

Stakeholder Consultations

HRM is committed to an open and inclusive public engagement process.  Community and professional organizations, institutions, property owners, the business community, diverse cultural communities and other interest groups can participate in the review process in a variety of ways: 

- Participate in public sessions

- Participate in the new PlanHRM Blog at http://www.planhrmblog.ca/

- Submit a letter on a specific topic or issue (and include potential solutions) to

Written submissions for this phase of public consultation should be received by Friday, May 4th to be included in the summary report, but can continue throughout the process.

- Share information on research and best practices with the RP+5 Team through planhrm@halifax.ca

- Request to meet with staff.  We will do our best to accommodate all requests subject to staff availability; all meetings will be logged in the Public Consultation Summary Report.

Engaging with Government

We are also actively engaging other levels of government,  including First Nation governments in the process.

Community Design Advisory Committee (CDAC)

The Community Design Advisory Committee was established to advise the Community Planning and Economic Development Standing Committee of Regional Council on the development and implementation of the RP+5 and the Centre Plan.

Summary of Public Consultation

A summary of public engagement is expected to be submitted to the Community Design Advisory Committee in mid-June and will be posted on-line at that time.

 

HRMbyDesign Centre Plan public consultation gets underway

HRM citizens are invited to participate in public consultation meetings being held to initiate the first phase of HRMbyDesign’s Centre Plan. This phase of the Centre Plan will deliver new land use policies for several commercial corridors in Halifax and Dartmouth in 2012 (click here for boundary maps), to ensure that the character and scale of neighbourhoods is protected, while accommodating new opportunities for well-designed densification.

Two public consultation meetings will be held in each Halifax and Dartmouth neighbourhood where growth opportunities and challenges have been identified. The first meeting will provide information on the approach and gain community input on the boundary of the area, and how the Centre Plan can protect and build on community’s assets. The second meeting will propose policy and by-law changes based on feedback received at the first meeting.

The Centre Plan is phase three of HRMbyDesign, following the establishment of the overall Regional Centre Vision and Principles in phase one, and the creation of the Downtown Halifax Plan in phase two. Taken as a whole the three phase’s present a 25-year vision of a dense, livable and prosperous Regional Centre that will create sustained economic and environmental benefits across the entire municipality. The entire Centre Plan is scheduled for completion in 2015.

Open Spaces - Cole Harbour Basin

A work team comprised of HRM staff from multiple business units, in collaboration with area councillors, has come together to address the green, blue, and grey open space in the area of the Cole Harbour Basin. Public open space is more than just parks, it is the land and water that shapes the settlement patterns within a municipality; it influences culture, economy, and the natural environment.

The Cole Harbour Basin Open Spaces Plan will establish goals, objectives, policies and implementation priorities for the planning, development, stewardship, and evaluation of the area’s open space network. The approach will be to research existing reports, inventory, data, and policy and to canvas the public and stakeholders on possible information gaps. Public access to open space is fundamental to improving the experience of living and working in cities and a vibrant community is one of the most important means of addressing the social, economic, and environmental challenges facing municipalities today.  For more information visit www.planthebasin.ca
