Collection Day Changed in Woodside Area of Dartmouth
Effective Thursday, October 27th and thereafter, those areas described below will receive garbage/green cart/recyclables collection on a new day.
The following area, currently receiving collection on TUESDAY will be affected:
Both sides of Pleasant St commencing at the intersection with Tupper St and running southeasterly including side streets; Tupper St, Southdale St, Harbour Dr, portion of Esdaile Av, Boundary St, Stephen St, Arthur St, Cuisack St, Prince Arthur Av, Brock St, Hershey Rd, Hilltop Ter, Esson Rd, Clyde St, Millverton Rd, Hastings Dr, Fenwick St, Clement St, and Lynn Dr; Marvin St, Randall St, Chadwick St, Renfrew St; streets in South Woodside including Irving St, Shirley St, Melva St, Station Rd, Mason St, Newberry Crt, Crawford St, Osborne Av, Franklyn St, Grant St, Acacia St, Herbert St, Lilac St, Lyon St, Everette St, MacKenzie St, Provost St, Novawood Dr, High St, Trenholme St, Bonnie Brae Dr, Elswick St., Waynewood Dr and Brompton Rd; Carleton St and Belmont Av

Collection will occur as usual on Tuesday, October 18th (green cart/recyclables). The next collection for the area as noted will be Thursday, October 27th (garbage/recyclables).

Pleasant Street Crosswalks
Please note the following changes to crosswalks on Pleasant Street. These changes are the sole decision and responsibility of the Traffic Authority...
Pleasant Street has eight marked crosswalks within 800 metres between Cameron St and Acadia St. At one end is Acadia St where the crosswalks are signalized and at the other end there is a crosswalk with RA5 overhead signs complete with push button activated amber flashers. These crosswalks were installed prior to amalgamation and the crosswalk warrant we have in place today which helps to ensure marked crosswalks are installed where they are needed. Complaints had been received that drivers were not yielding to pedestrians at several of these crosswalks and staff have reviewed them to see what could be done to improve this issue.
Marked crosswalks are installed at locations where a traffic engineering evaluation has determined that a marked crosswalk would improve rather than detract from the overall safety of the location after consideration of all aspects such as: vehicular volumes and speeds; pedestrian volumes, types, and delays; collision experience; visibility conditions; proximity of adjacent traffic controls; road alignment and geometry; and the availability of an adequate adjacent sidewalk or walkway system. Marked crosswalks are useful in providing notification to drivers that pedestrians are likely to be encountered at a particular location on a regular basis. If the pedestrian activity is minimal and sporadic, however, drivers tend to be less aware of the posted signs and markings. Research suggests that overuse of marked crosswalk devices can lead to reduced awareness, compliance, effectiveness, and safety. When crosswalk signs and markings are used sparingly, individual locations are more conspicuous; to over-saturate the streets with crosswalk devices would reduce their significance greatly.
In 2007 a Crosswalk Safety Taskforce was appointed by the Minister of Transportation and Infrastructure Renewal and the Mayor of HRM in response to increasing public concerns of crosswalk safety in Nova Scotia, its' objective to identify measures to improve crosswalk safety. One of the recommendations of this Taskforce was that on a go forward basis local Traffic Authorities must evaluate any marked crosswalks on roadways that are scheduled for resurfacing to make sure they reflect existing traffic situations, guidelines and standards. Where marked crosswalks do not meet current technical warrants, they are to be removed if they are considered to be potential safety hazards.
Following a review of the eight crosswalks on Pleasant Street it was determined that, for safety reasons, four should be removed and one relocated. Since this section of Pleasant Street is scheduled to be resurfaced, staff will take the opportunity to include these changes in the resurfacing project. Marked crosswalks will not be reinstated on Pleasant St at Prince Arthur Avenue, Cuisack Street, Chadwick Street and Renfrew Street. As well, the existing crosswalk at the North Woodside Community Centre will be relocated to Marvin Street. Sight distance and lighting is good at this location and the crosswalk will be signed with typical roadside regulatory crosswalk signs. Improvements to pedestrian ramps will be made if required. Overhead crosswalk signs will not be installed as this type of sign is intended for use on multi-lane roadways.
bv It is important to note that by removing the markings and signs of the above crosswalks at the four intersections we will not be eliminating the crosswalks since they do exist by legal definition at all intersections and the Motor Vehicle Act provides that pedestrians have the legal right of way when crossing a roadway at all intersections whether a crosswalk is marked or not.
