The Halifax Regional Municipality will be holding Municipal and School Board elections in accordance with the Municipal Election Act on the third Saturday of October (October 18, 2008). The purpose of the election is to elect Mayor, Regional Councillors and School Board members.

ARE YOU ON THE VOTERS LIST?

Revisions to the Final List of Electors (Voters) for the 2008 Municipal and School Board Elections ended on August 22, 2008.

You can find out if you are on the Voters List by contacting the elections office at 490-8683 (vote) or toll-free at 1-888-820- 8683 (vote) or TDD (for hearing impaired) at 490-6645 or email election[at]halifax.ca


Until Friday September 26, 2008
If you are already on the final voters list however your address is incorrect that correction can be made and a revised Voter Notification letter will be mailed out to your corrected address.

If you are not on the final voters list you will be required to appear in person at City Hall, Argyle street during regular business hours (8:30am to 4:30pm Monday to Friday) with identification that includes your address to obtain a Certificate of Eligibility.

After Friday September 26, 2008
You can still vote but you will be required to appear in person at the advertised polling locations, with identification that includes the address where you reside, to take an affidavit prior to voting.

Voter Eligibility  

Who can vote for Regional Council and the Halifax Regional School Board?

  • 18 years of age on ordinary polling day;
  • Canadian citizen on ordinary polling day;
  • Ordinarily resident in the municipality for three months prior to ordinary polling day.

Who can vote for the African Nova Scotian Member of the Regional School Board?

  • Elector who meets basic qualifications AND is
  • African Nova Scotian or a black person;
  • Parent of an African Nova Scotian or a black person as defined in the Education Act.

Who can vote for the Conseil scolaire acadien provincial (CSAP)?

  • 18 years of age on ordinary polling day;
  • Canadian citizen on ordinary polling day;
  • Three months residency in the Province of Nova Scotia prior to ordinary polling day
  • "Entitled Parent" - A parent who is a citizen of Canada and:

    (i) whose first language learned and still understood is French,

    (ii) who received his or her primary school instruction in Canada in a French-first-language program, or

    (iii) of whom any child has received or is receiving primary or secondary school instruction in Canada in a French-first-language program;

  • "Entitled Person" - an entitled parent or a person who, not being a parent, would be an entitled parent if the person were a parent.

Voting by Proxy

Any qualified elector who is going to be absent from the municipality on the advance poll days and ordinary polling day or is unable to attend at the polling station because of illness or physical disability can vote by proxy.

In order to vote by proxy, the elector's name must appear on the list of electors, or the elector must have obtained a certificate of eligibility to vote. 

If a person wishes to vote by proxy, that person must complete and sign the application form (Form 21 - available below).  If the elector completing the application form is not sure of his or her number on the list of electors, or his or her polling division number, those spaces can be left blank and can be completed by the returning officer, as long as there is no doubt about which elector has signed the application.  For example, students who complete the application form while away from home will not have the list of electors available and therefore will not have that information.

When the application form has been completed, it must be returned to the municipal returning officer at any time between the day that the final list of electors was certified and 5:00 p.m. on Friday, the eighth day before ordinary polling day. 

The application from must be delivered to the returning officer by the proxy voter who will act for the elector.  No other person may bring this application form to the returning officer.

If the proxy voter and the elector are unrelated, they must each be on the list of electors for the municipality or have a certificate of eligibility to vote and the proxy voter must not have been appointed as proxy voter for any other unrelated voters.

If the proxy voter and the elector are related as child, grandchild, brother, sister, parent, grandparent, husband or wife, they must both be on the list of electors for the municipality or have a certificate of eligibility.

If the elector is a resident of a home for special care, the elector can appoint a proxy voter who is related as a child, grandchild, brother, sister, parent, grandparent, husband or wife who is of voting age.  There is no requirement for the proxy voter to be on any list of electors.

A proxy voter can vote for any number of related persons (as described above), and one unrelated person.
