The Emergency Measures Act (By-law E100) was enacted in 1990 by Municipal Council and led to the creation of the EMO which is made up of an Advisory Committee, a Planning Committee and a Coordinator.

The goals of the EMO are to promote emergency preparedness and coordinate emergency management within the Halifax Regional Municipality.
