Water, Wastewater/Stormwater

Rates & Fees

Halifax Water is regulated by the Nova Scotia Utility and Review Board (NSUARB).  The following amended water, wastewater, and stormwater rates have been approved by the NSUARB and will apply on water consumed on and after June 25, 2012. For your information we have set out below, by meter size, the details of these amended rates. Consumption Rates (There are 220 gallons in a cubic metre)

 

Water Rate

For all water consumed per month or per quarter - $0.509 per m3; ($2.3136 per 1,000 imperial gallons)

Wastewater and Stormwater Discharge Rate

For all water consumed per month or per quarter - $1.296 per m³; ($5.8909 per 1,000 imperial gallons)

Bulk Fill Stations

Water obtained thru “urban core” bulk fill stations - $1.57 per m3; ($7.136 per 1,000 imperial gallons)

Water obtained thru the Middle Musquodoboit bulk fill station - $2.00 per m3 ($9.09 per 1,000 imperial gallons)

 

Vehicles used for transporting water must obtain a permit, be inspected and approved by the Commission on an annual basis.

 

Other Charges

 

Interest Charges

Interest on overdue accounts is calculated at 1.5% per month or part thereof (19.56% per annum).

 

Building Fire Protection Systems

Each building having a fire protection system installed shall pay annually for the service as follows:

Domestic accounts having a service of  2 inches or less in diameter:  $  50.00

Each building serviced by a primary pipe 6 -inch or less in diameter:   $170.00

Each building serviced by a primary pipe 8 -inch or over in diameter:  $218.00

Re-establishing Water Service

When water service has been suspended for any violation of the Rules and Regulations of the Commission, such water service shall not be re-established until a reconnection charge of  $55.00 has been paid to the Commission.

 

Connection/Disconnection of Service

The Commission shall charge $55.00 for connection/disconnection of service during regular working hours.

 

This fee shall be $210.00 when a meter is installed outside regular working hours of the utility.

 

New Water, Wastewater or Stormwater Account

The Utility shall charge a $25.00 fee for the creation of a water, wastewater or stormwater account.

 

Water Meter Installation

The Utility shall charge $45.00 for the installation of a new meter up to and including 25 MM (1 inch) meters.

 

This fee shall be $210.00 when a meter is installed outside regular working hours of the utility.

 


Non-negotiable Cheques

The Utility shall charge a $25.00 fee plus bank charges for (a) cheques that due to non-negotiability have been charged back by the Commission’s bank, (b) payment through a pre-authorized payment plan has been reversed or dishonoured by the bank/financial institution.

 

Collection of Overdue Bills

The Commission may charge a $35.00 fee for each visit by the Investigator/Collector to a customer whose payment is overdue, if in the judgement of the Commission it is warranted.

 

Missed Appointment by Customer

Where an appointment has been made by a customer to have water service hooked up or a meter installed, or water turned on to a property, or other visits to the property for the inception or maintenance of water service to the property and the customer  fails to keep the appointment or the plumbing is not completed to allow for installation of a water meter and Commission staff have to return to the property; there shall be a charge of $45.00 for each visit, if in the judgement of the Commission it is required.

 

Theft of Service

The Commission may charge penalties in addition to applicable water charges for each illegal water connection as follows:

1st offence:     $300.00

2nd offence:    $750.00

 

Customer (Flow) Monitoring Service

The Commission may enter into an arrangement with customers who are large water users and have private distribution systems to monitor the metered flow to the customer and report abnormal water usage to the customer. The cost of providing this service will be billed to the customer at the rate of $120.00 per month, per meter, and usage by the customer will be voluntary.

 

Customer Bill Retrievals/Copies

The Commission may charge, at its discretion, a fee of $12.00 per bill copy for water bill retrievals/copies issued outside the regular billing cycle.
