2005 Temporary Tax Credit Policy

This Administrative Order provides that the Council of the Halifax Regional Municipality may, by policy, to the extent and under the conditions as set out in the policy, provide for the reduction of the taxes payable in respect of a residential property in the 2005-06 fiscal year if the percentage increase in the assessed value of the property averaged over the 2005-06 fiscal year and such number of previous years as prescribed by the policy is greater than the percentage prescribed by the policy for the 2005-06 fiscal year.

This Administrative Order applies to the settlement of legal actions and proceedings which have been commenced, and to all settlements where it would be anticipated that a legal action or proceeding would be commenced but for the settlement.

This Administrative Order allows the Municipality to dispose of real property Council determines is no longer required for the purposes of the Municipality.

Private Bridge Financing

This Administrative Order is to provide property owners with a mechanism to apply to the municipality to finance the repairing, upgrading or replacement of a privately owned bridge that is:

a) required to access their properties;

and b) has been determined by a Professional Engineer to be unsafe for vehicle traffic or will be unsafe for vehicle traffic within the near future.

The purpose of this Administrative Order is to assist community organizations to operate community-based transit services in rural communities in the Municipality as an efficient, cost-effective form of public transportation outside the urbanized areas.

          a)      apply information governance and information management to the records and information assets of the Municipality throughout their entire life cycle;

          b)      vest the records and information assets of the Municipality in the custody and control of the business units; and

          c)      ensure that the records and information assets of the Municipality are managed to support the daily business of the Municipality, preserve corporate memory and meet legal requirements.

The purpose of which is to further the Municipal Commemorative Program through the provision of grants to projects that commemorate the Halifax Explosion on its 100th Anniversary.

Traffic Calming

  • The purpose of this Administrative Order is to:

  • establish the process for residents to make requests to have a street assessed for installation of traffic calming measures;

  • provide clear and concise criteria and method for assessing Municipal streets in order to determine the need and suitability of implementing traffic calming measures; and

  • provide information to the Traffic Authority for consideration when  assessing applications for the installation of traffic calming measures.

The Siting of a Telecommunication Antenna

The purposes of this Administrative Order are to:
(a) provide a consultation process respecting an antenna system, as set out in the Client Procedures Circular;
(b) encourage using existing antenna systems;
(c) minimize the impact of an antenna system on the landscape; and
(d) provide a municipal review process for an antenna system submission.

Disclosure of Employee Salaries

The purpose of this Administative Order is to assure the public disclosure of compensation paid in respect of employment by the Municipality to employees who receive compensation of one hundred thousand dollars ($100,000) or more in a year.

The purpose of this Administrative Order is to establish the terms of reference under which the Western Common Advisory Committee will advise Council on the development and operation of the Westerm Common.

The purpose of this Administrative Order is to minimize potential problems and ensure a safe and positive public experience with development related construction activies by setting minimum standards for work within or immediately adjacent to the public right-of-way or public facilities.

The purpose of this Administrative Order is to increase the distance for notice of a Variance granted by a Devlepment Officr of the Municipality and to increase the distance for notice of an apppeal of a variance refused by a Development Officer of the Municipality.

  • The purposes of this Administrative Order are to:
  •         provide for the procurement of Goods, Services, Construction and Facilities by the Municipality in a fair, open, consistent and transparent manner resulting in Best Value;
  •        provide direction for the expenditure of funds to complete the programs and projects approved by Council in the business planning and budget process;
  •         promote procurement processes and decisions that are consistent with the strategic goals and objectives of the Municipality;
  •         provide for sustainable procurement by integrating environmental, economic and social considerations in the procurement process;
  •        maintain ethical business practices;
  •         respect regional, national and international trade agreement obligations and other applicable legislation; and
  •        encourage competitive bidding for the supply of Goods, Services, Construction and Facilities.

Notification of the removal of marked crosswalks

The purpose of this Administrative Order is to provide notice to the public when the Traffic Authority or a Deputy Traffic Authority decide that a marked crosswalk will be permanently removed as a result of roadway improvements.
