BE IT RESOLVED that the following be and the same
is hereby adopted and enacted as a By-law of the
Municipality of the County of Halifax when and if
the same has received the approval of the Minister
of Municipal Affairs, and that the Municipal Clerk
be and he is hereby instructed to forward the same
to the Minister and request his approval hereof.

BY-LAW NO. 1
THE INTERPRETATION BY-LAW
Short Title
1. This By-Law shall be known as and may be cited
as the "Interpretation By-law".
Judicial Rules of Construction Preserved
2. Nothing in this By-law excludes a judicial
rule of construction that is applicable to a By-
law and not inconsistent with this By-law.
Definitions
3. In this By-law and other By-laws of the
Council of the Municipality of the County of
Halifax unless the context otherwise indicates:
(a) "annual meeting" means the Second March
meeting of the Council in each year; (Passed
April 5, 1983, Approved May 18, 1983.)
(b) "bill" means an itemized account in favour
of, or against the Municipality or any
individual or corporation;
(c) "building" includes any structure placed
on, over orunderland, and every part of the
same, and any external chimney, stairway,
porch or other fabric used in connection
with a building whether affixed to the
realty or not, but does not include a
mobile home as defined in the Zoning By-law
of the Municipality;
(d) "chairman" means the Warden, Deputy Warden,
or any person appointed by the Council to
preside over it or a person appointed by
Council or a Committee or Board to preside
over such Committee or Board;
(e) "clerk" means the Municipal Clerk of the
Municipality; Passed April 5, 1983, Approved

(f) "collector" means the Municipal Collector of
the Municipality;
(g) "council" means the Council of the
Municipality;
(h) "councillor" means a member of the Council;
(i) "deputy warden" means the Deputy Warden of
the Municipality;
(j) "district" means a polling district of the
Municipality, that is, a defined area which
returns a Councillor to the Municipal
Council;
(k) "engineer" means the Municipal Engineer of
the municipality;
(l) "fence" means any fence or part of any fence;
(m) "in writing" and "written" includes
printing, lithography and other modes of
representing or reproducing words in visible
form;
(n) "month" means calendar month;
(o) "Municipality" means the Municipality of the
County of Halifax;
(p) "quorum", as applied to the Council means a
majority of the councillors constituting the
Council; as applied to a Committee or Board
means a majority of the members constituting
the Committee or Board;
(q) "session" means the proceedings of the
Council held on any one day;
(r) "treasurer" means the Treasurer of the
Municipality;
(s) "warden" means the Warden of the
Municipality;
(t) words importing the singular number only
include the plural number and vice versa;
(u) words importing the masculine gender also
include the feminine gender;
(v) words importing persons include corporations;
(w) "year" means the financial year which is the
same as the calendar year;
(x) all references to the time of day shall be to
that system of time in use in the
Municipality at the relevant time whether it
be "Atlantic Standard Time: or "Atlantic
Daylight Time".
Interpretation Act
4. Unless the context otherwise requires the
provisions of the Interpretation Act, Chapter 151,
R.S.N.S., 1967, shall apply to this By-law and
other By-laws of the Council and the terms therein
defined shall mean the same in such By-laws.
Repeal
5. All former Interpretation By-laws passed by
the Council are hereby repealed and this By-law
substituted therefor.

Halifax duly held on the 18th
