Dan English, Chief Administrative Officer

Dan English, CAO

Dan English draws on an extensive background of municipal government service.

After a brief stay with the Province of Nova Scotia, Department of Municipal Affairs, Dan became the Town of Bedford's first Chief Administrative Officer, and served from 1980 to1995. At Amalgamation in 1996, Dan was appointed Commissioner of Community Services and oversaw the delivery of service and operations in Planning, Development, Recreation, Tourism, and Storefront Operations. In 1998, a structural realignment transpired and Dan was appointed as one of two Deputy Chief Administrative Officers, and was responsible for most of the day-to-day operations of the Halifax Regional Municipality.

On November 22, 2005, Dan was appointed to the position of Chief Administrative Officer of the Halifax Regional Municipality.

A native of Pictou, Nova Scotia, Dan received a Diploma in Municipal Administration from Dalhousie University. He also obtained a Masters in Public Administration (MPA) from the University of Western Ontario.

Dan resides in Bedford with his wife Linda, and their two adult children.

 


Mandate

The Chief Administrative Officer is the senior staff person and head of the administrative branch of the government of the Halifax Regional Municipality. The CAO is accountable to the Mayor and Council and is responsible for providing leadership in the development of, and implementation and administration of all policies and programs established and approved by Regional Council in accordance with all applicable by-laws and regulations. The CAO is the direct supervisor of all municipal department heads and as such, is responsible for their performance management, and all other supervisory functions.

Description of Service:

  • Provision of information, support, and guidance to Regional Council to assist with the development and evaluation of strategic directions, policies, and priorities.
  • Lead and manage the administrative functions of the corporation.
  • Effectively implement the policy and priorities of Regional Council.
  • Ensure the delivery of a balanced Budget.

Wayne Anstey , Deputy Chief Administrative Officer

Wayne is a graduate of Dalhousie University having been awarded the degrees of Bachelor of Science (Engineering Physics) - 1964 and Bachelor of Laws - 1968. After graduation from Law School, he articled to Lorne Clarke, Q.C., former Chief Justice of the Province of Nova Scotia and was admitted to the Nova Scotia Barristers Society in January 1969. He was appointed Queen’’s Council in 1984.


Following admission to the bar, Wayne practiced law with the firm of Patterson, Smith, Matthews and Grant of Truro, Nova Scotia from 1969 to 1974; and with the firm of McInnes. Meehan and Tramble of Antigonish, Nova Scotia, from 1974 to 1977.


In November 1977, Wayne was appointed Senior Solicitor with the Legal Department of the former City of Halifax and in 1990, City Solicitor. In January 1996, he was appointed Municipal Solicitor and Director of Administrative Services (now Legal Services) with the newly amalgamated Halifax Regional Municipality. He was appointed Deputy Chief Administrative Officer - Operations in March 2006.


During his career with the former City of Halifax and the Halifax Regional Municipality, Mr. Anstey temporarily filled other positions as required, most notably as Acting City Manager for the former City of Halifax from April - December of 1993 and as Acting Director of Human Resources for Halifax Regional Municipality from June 1997 through December 1998.


During his leisure time, Mr. Anstey enjoys hockey (an avid Mooseheads fan), golf, gardening and genealogy.

Mike Labrecque, Deputy Chief Administrative Officer

Mike Labrecque

Mike Labrecque is known for his strategic leadership, willingness to take risks and do what is right to achieve corporate success.

As the Deputy Chief Administrative Officer, Corporate Services and Strategy, a position held since December 2009, Mike is responsible for the strategic direction and planning of the Corporate Service Business Units of HRM and to provide executive leadership throughout the organization.

In addition to his responsibilities as DCAO, Mike is currently serving a two year term as the Chair of Chief Engineers Council for the Transportation Association of Canada.


Since joining HRM in May of 2000 Mike has held positions as the General Manager Building Management Services, Director of Real Property and Asset Management, interim Project Director for the Harbour Solutions Project, and Director of Transportation and Public Works.

Prior to joining HRM, Mike served as an army officer with the Canadian Military Engineers from 1984 until 1999. During this period he held various staff and command positions in Canada and the United States. In the final years of his military career, Mike was the Base Construction Engineering Officer at Canadian Forces Base Gagetown in Oromocto, New Brunswick. In this capacity he was responsible for the operation, maintenance, and development of all Department of National Defence infrastructure in the provinces of New Brunswick and Prince Edward Island. Mike retired from the military in May 2000 after 20 years of service.

Mike is a graduate of the Royal Military College of Canada and has been a Registered Professional Engineer since 1993.
