Richard Butts, HRM Chief Administrative Officer
Bringing to HRM his lengthy experience with the City of Toronto, Richard Butts assumed the role of the municipality's Chief Administrative Officer on March 28, 2011.
Mr. Butts has over 25 years of experience in municipal government and the private sector, primarily with the City of Toronto, most recently as Deputy City Manager. In that role, he was responsible for a capital and operating budget of $2.2 billion and over 10,000 employees.
He held management oversight responsibility for water, solid waste management, fire services, city planning, emergency management, waterfront development, engineering, major capital infrastructure projects and the city’s development application process.
Prior to that, he served in increasingly senior roles for Solid Waste Management and Licensing and Standards.
Mr. Butts is known for promoting collaboration and innovation across municipal government, with an emphasis on sound, fiscal and organizational management practices and citizen-focussed municipal services.
Mandate
The Chief Administrative Officer is the senior staff person and head of the administrative branch of the government of the Halifax Regional Municipality. The CAO is accountable to the Mayor and Council and is responsible for providing leadership in the development of, and implementation and administration of all policies and programs established and approved by Regional Council in accordance with all applicable by-laws and regulations. The CAO is the direct supervisor of all municipal department heads and as such, is responsible for their performance management, and all other supervisory functions.
Description of Service:
- Provision of information, support, and guidance to Regional Council to assist with the development and evaluation of strategic directions, policies, and priorities.
- Lead and manage the administrative functions of the corporation.
- Effectively implement the policy and priorities of Regional Council.
- Ensure the delivery of a balanced Budget.

Mike Labrecque, HRM Deputy Chief Administrative Officer
Mike Labrecque is known for his strategic leadership, willingness to take risks and do what is right to achieve corporate success.
As the Deputy Chief Administrative Officer - Operations, a position held since April 2011, Mike is responsible for the strategic direction and planning of the Operations Business Units of HRM and to provide executive leadership throughout the organization.
Since joining HRM in May of 2000 Mike has held positions as the General Manager Building Management Services, Director of Real Property and Asset Management, interim Project Director for the Harbour Solutions Project, Director of Transportation and Public Works, and Deputy Chief Administrative Officer - Corporate Services and Strategy.
Prior to joining HRM, Mike served as an army officer with the Canadian Military Engineers from 1984 until 1999. During this period he held various staff and command positions in Canada and the United States. In the final years of his military career, Mike was the Base Construction Engineering Officer at Canadian Forces Base Gagetown in Oromocto, New Brunswick. In this capacity he was responsible for the operation, maintenance, and development of all Department of National Defence infrastructure in the provinces of New Brunswick and Prince Edward Island. Mike retired from the military in May 2000 after 20 years of service.
Mike is a graduate of the Royal Military College of Canada and has been a Registered Professional Engineer since 1993.
