Request
Amendments to the Halifax Municipal Planning Strategy (MPS) and Halifax Peninsula Land Use By-law (LUB) to enable a multiple unit residential building at 6389, 6395 and 6399 North Street, Halifax.


An application has been submitted by Paul Skerry Architects, on behalf of Mythos Developments Ltd., for the development of a multiple unit residential building at the north-east corner of North Street and Oxford Street, Halifax. This proposal cannot be considered under existing policy and zoning of the Halifax Municipal Planning Strategy (MPS) and Halifax Peninsula Land Use By-law (LUB). The applicant is seeking an amendment to the MPS and LUB to enable consideration of the proposal through the development agreement process. The proposal as presented to Regional Council in 2014 consisted of a 75 unit, 7 storey building. The application has since been revised to consist of a 106 unit, 9 storey building, and to include 6389 North Street.

Public Information Meeting Proposal
A public information meeting was held on January 18, 2016 (insert PAC link) to solicit public input on a revised proposal consisting of a nine storey, 106 unit building, on an expanded site by including civic number 6389 North Street in the proposal.

Existing Planning Policy & Zoning
The subject site is:

  • located within Area 3 of the Peninsula North Secondary Planning Strategy (PNSPS) (Section XI of the Halifax MPS);
  • designated MDR (Medium Density Residential) by the PNSPS, which envisions a mixed residential environment in the form of single family dwellings, duplex and semi-detached housing, and buildings containing three to four units;
  • zoned R-2 (General Residential), which has limits on lot coverage, setbacks, building height, unit mix and size, and a maximum of four units per building, while also allowing for daycares, home occupations, and churches.

Process
This application is being considered under the municipal planning strategy amendment and land use by-law process.

Status
