Principles, Goals & Objectives
The Regional Plan is based on seven principles. Flowing from each principle are a series of goals and objectives that provide more detail about how the Regional Plan will address each principle.

Hundreds of HRM residents attended our open houses and took the opportunity to comment on the draft goals and objectives. See the public comments section under each principle for the results, or read the miscellaneous comments.

Principle 1:
Ensure opportunities for the protection of open space, wilderness, natural beauty and sensitive environmental areas
Principle 2:
Preserve and promote sustainability of cultural and historical assets
Principle 3:
Support appropriate roles for the Halifax/Dartmouth central business district (Capital District) as a focus for economic, cultural and residential activities.
Principle 4:
Support development patterns that promote a vigorous regional economy
Principle 5:
Manage development in a way that will make the most effective use of land, energy, infrastructure, public services and facilities and considers healthy lifestyles
Principle 6:
Develop integrated transportation systems in conjunction with the other principles
Principle 7:
Provides a framework that leads to predictable, fair, cost effective decision making
These principles were developed by the Regional Planning Committee and endorsed by Regional Council. They will guide the Regional Planning process over the next two years.
