Parking Tickets

The Parking Ticket Enforcement Division of General Revenue is responsible for the issuance of tickets and maintenance of the ticket database and ticket imaging system; responsible to respond to customer concerns/complaints received over the General Inquiry Line, in person at a Customer Service Centre and through the mail; and responsible for the processing and collection of fines associated with parking violations occuring under the Motor Vehicle Act, HRM By-law P-500 and HRM Winter Parking Regulations within the Core Area of the HRM.

Mandate

The Parking Enforcement Divisions primary mandate is to ensure for public safety, maintain traffic flow requirements as directed by signage installed by the Traffic Division and enforce the general rules of the road as identified in the Motor Vehicle Act within a customer service framework.

Enforcement

  1. Nine civilian contracted personnel provide regular foot patrol for the downtown Halifax and Dartmouth business districts ensuring that all visitors to the downtown areas are provided equitable opportunity to access the limited parking available.

    Four Civilian contracted personnel provide vehicular patrol and respond to complaints received through the non-emergency dispatch line, requests for monitoring and enforcement from Police Service Metro Transit, Works and Natural Service, Traffic Services, Councillors and the general public.

  2. Tickets related to parking infractions may also be issued by HRM Police officers (250); RCMP Officers (45); Special Constables monitoring private property (350); HRM Fire Inspectors (11) and other specially designated HRM employees (10).

Processing

  1. Over 200,000 parking infraction tickets are issued annually. The majority of parking infractions are for parking meter violation, Private Property violations, No Parking and Winter Ban Regulations These tickets are manually entered into the computerized parking ticket system and scanned into an image system.

    Approximately 68% of all parking tickets are paid prior to any court action taking place. The majority of the 130,000 payments are recived through the mail and processed with the assistance of Customer Service Staff. Approximately 100,000 "Summons Notification" forms are sent out annually as payment reminders for unpaid tickets prior to referral to court.

  2. The remaining 70,000 tickets are prepared for court. Staff prepare and file formal (hard copy) charges with the various Provincial Courts and schedule the unpaid tickets for court. The detailed legal requirements of the court system must be adhered to as staff act on behalf of the Provincial Court. Staff prepare trial documentation for HRM prosecutors as needed.
  3. The Parking Ticket Enforcement Division responds to thousands of customer inquiries and complaints each year. A voluntary pre-court process of ticket review on specific violations is offered as a service to customers. Approximately 20,000 parking tickets are reviewed by ticket office staff. The majority of complaints are parking meter related which are referred to the Parking Meter Technician for follow up or Winter Ban Regulations.
