Regional Council not to Proceed to Construction Phase

On March 27, 2012 Regional Council voted to not proceed with a construction phase for a stadium. Also included in the motion were the following items:

· An agreement that the Mayor, on behalf of Council, will write to the Canadian Soccer Association to thank them for their ongoing interest in HRM.

· Approval of the Phase 2 Stadium Analysis report as the basis of the requirement for a stadium, and that the project be included on the Capital Plan as a future consideration.

· Direct staff, as an option, to work with Canada Lands Company to explore the future siting of a recreation/sports facility at Shannon Park.

HRM has issued a call for Expressions of Interest in partnership opportunities for a proposed multi-use stadium. Regional Council has committed up to $20 million toward the construction of the proposed facility, and on December 6, 2011, directed staff to move forward to confirm partnership funding sources and begin negotiations with property owners for a site. This information will allow Council make a final decision on moving ahead to build a stadium for the municipality.

Proponents have until February 17, 2012 to make a submission and will be selected by project, based on qualifications, experience, services offered and other relevant considerations. Expressions of interest can range from the simple to the complex and can relate to one or either of the sites under consideration.

A Stadium Analysis has been underway since February 2011. Two phases of work were approved by Council to provide a detailed vision, preliminary design, possible site, capital cost and funding formula to help determine whether to proceed to develop a stadium. 

A citizen-led Stadium Analysis Steering Committee was selected in May 2011 to oversee the process to develop and make recommendations on a potential stadium relative to achieving the FIFA Women’s World Cup Canada 2015 minimum standards. The Committee’s final Phase 2 report was presented to Council in December 2011.

Regional Council voted to maintain a commitment to a stadium and directed staff to request an extension of up to six months from the Canadian Soccer Association before a decision is made on participation in the 2015 FIFA Women’s World Cup. Read the news release.

Public Consultation:

Public consultations are now complete for the Phase 2 Stadium Analysis. Approximately 2,000 people weighed in with their thoughts on various aspects of a potential stadium for HRM through attending public sessions in person or online, commenting on social media sites, and completing telephone and online surveys.

Sessions took place on October 12th and 13th, and on November 16th and 17th. To find out more and watch video of the sessions, visit  the consultation web page: hrmstadium.ca.

The sessions are part of the Phase 2 Stadium Analysis approved by Halifax Regional Council to provide a detailed vision, preliminary design, possible site, and capital cost in order to ultimately decide whether or not to proceed to develop a stadium for the municipality.

A report on the Phase 2 Analysis will go to Regional Council for consideration on December 6th.

PHASE 2:

Phase 2 of the Stadium Analysis is underway. A Request For Proposals (RFP) Tender for Phase 2 Consulting was issued following Council approval.

Phase 2 also sought applications for an Expression of Interest (EOI) requesting Identification of Available and Suitable Private Lands Proposed Halifax Stadium Project Phase 2 (closed on September 15, 2011) - EOI - Available and Suitable Private Lands - E11-076 (PDF 41.4 KB). 

PHASE 1:

The final report for Phase 1 of the Stadium Analysis Project was presented to Regional Council on August 2nd and further discussed on August 9th. Following debate, the motion was passed on August 9, 2011 by Regional Council to go forward with Phase 2 Stadium Analysis: Site Selection and Preliminary Design.

Open Houses - Phase 1

As part of Phase 1 of the HRM Stadium Analysis Project, HRM and the Project Steering Committee hosted three Public Open Houses during the first week of June 2011. 

The Stadium Analysis Steering Committee thanks those who attended the Phase 1 Public Open Houses.  The valuable information received at these sessions was used to inform the recommendations included in the Phase 1 report to Council.
