Residential On-Street Parking

HRM has a number of initiatives designed to manage and provide access to on-street parking in residential areas. These include residential parking exemptions, visitor parking exemptions and monthly parking permits.

These initiatives are generally in areas with high demand for on-street parking from residents, commuters and customers.


 

Residential Parking Exemptions

Residents may acquire one residential parking exemption per dwelling unit which can be shared between two vehicles (one at a time). Vehicles with residential parking exemptions are exempt from the following restrictions on their street:

  • permitting one hour parking;
  • permitting two hour parking;
  • prohibiting parking for 30 minutes or an hour in the morning or the afternoon;
  • prohibiting parking for 30 minutes or an hour in both morning and afternoon; or,
  • prohibiting parking except by permit.

The residential parking exemption can only be used on vehicles owned by residents.

Residents living in buildings with five or more units are not eligible for a residential parking exemption.

Residential parking exemptions are available from HRM Customer Service Centres, cost $30 annually, and extend from June 1 to May 31.

The applicant for a residential parking exemption shall provide the following to the Permit Administrator:

  • The application form;
  • Valid photo identification for the applicant;
  • Valid Certificate of Registration for the vehicle or proof that the vehicle is duly registered in the province or state in which the owner of the vehicle resides;
  • License plate number of the vehicle; and,
  • Written proof of the residential address of the applicant dated within 30 days from the date of the application (e.g. utility bill).

Visitor Parking Exemptions

Residents of streets eligible for residential parking exemptions are also eligible to purchase visitor parking exemptions. The fees for a visitor parking exemption are 1 day $5.00 and 14 day $20.00. These can be obtained by the resident at HRM Customer Service Centres.

The resident (who is required to be the applicant for visitor parking exemption) shall provide/present the following to the Permit Administrator:

  • The application form; (please use the Residential Parking Exemptions - Application Form)
  • Valid photo identification for the resident;
  • Valid Certificate of Registration for the visitor’s vehicle or proof that the vehicle is duly registered in the province or state in which the owner of the vehicle resides;
  • License plate number of the vehicle; and,
  • Written proof of the residential address of the resident dated within 30 days from the date of the application (e.g. utility bill).

Note: If the resident already has a residential parking exemption, the resident only needs to provide item 3 above, “Valid Certificate of Registration for the visitor’s vehicle or proof that the vehicle is duly registered in the province or state in which the owner of the vehicle resides” to apply for a visitor parking exemption.

Permit Parking Only

Streets with areas designated "Permit Parking Only" only allow parking for holders of residential parking exemptions, visitor exemptions and monthly parking permits.  This restriction applies between 8:00am and 4:00pm Monday-Friday. Such streets also have short term parking (one or two hour) for visitors.

Monthly parking permits can be purchased at a cost of between $25 and $40 at HRM Customer Service Centres. Permits go on sale on the 15th day of the month preceeding the month for which the permit is intended. There are a limited number of permits available for each street. Monthly parking permits can be purchased in increments of one, two or three months.

  • Davison Street
  • Falkland Street
  • Maynard Street (south of Buddy Daye)
  • West Street (west of Agricola)
  • John St.
  • Union St.
  • Creighton St. (Cogswell to Falkland and Cunard to Buddy Daye)
  • Maitland St. (Cornwallis to Prince William)
    • Divas Lane
    • James Street
    • Williams Street
    • Woodill Street
    • Fern Lane
    • Bloomfield St.
    • Cornwallis St.
    • Harris St.
