
Fall River’s Community Vision and Action Plan was adopted on 30 October 2007.
The community then began the implementation phase and the Fall River Vision Implementation Committee was formed.

Fall River Vision Implementation Committee (FRVIC)
The Fall River Vision Implementation Committee is the coordinating body for the various task groups charged with the work of implementing the Fall River Vision and Action Plan. The VIC is composed of six members selected to establish continuity from the Community Liaison Group stage of the visioning process. Also included are the chairpersons of the various Task Groups. A list of members may be found at VIC Membership.
The Goals set for the Task groups are taken from the Fall River Vision and Action Plan wich are found under Task Group Goals.
The minutes of the VIC are available. (Read VIC Minutes) It has been decided the minutes of the task groups will not be published. Task Group reports are included in the VIC minutes.

The FRVIC has also taken on the role of the Community Planning Group (CPG). This group was formed to guide the creation of a Secondary Planning Stategy and Land Use By-law to implement the Fall River Vision and Action Plan. The role of the CPG is to facilitate public input into the creation of the draft Plan and to bring a proposed Plan forward to Regional Council for adoption.

Water Service to Fall River

Fall River/Shubenacadie Lakes Watershed Study
Protection of lakes is an important aspect of the HRM Regional Plan. Under Policy E-17 of the Plan, a watershed study is currently underway for the Fall River-Shubenacadie Lakes area. The Regional Plan specifies a number of components which the watershed study must address.
A detailed description of the work to be undertaken in the Watershed Study for Fall River Shubenacadie Lakes is available. Once the study is complete, HRM staff and the VIC will present the results to the community. For more information call 490-4799.
(Background) The Fall River Watershed Study will update the findings of a previous study done for the County of Halifax in 1993. The basic goals of the study are to identify the suitability of specific land areas for particular types of development, identify the resulting impacts and the capacity of lakes to absorb any impacts.
The basic goal for watershed planning is to achieve or maintain water quality suitable for body contact recreation, and to maintain the current trophic status (biological productivity) of lakes and waterways.
There are several policies contained in the Regional Plan intended to protect lakes. These include an intention to prepare a Water Quality Functional Plan (currently in preparation), which would include requirements for water quality monitoring. Policies for watercourse protection include preservation of wetlands (Policy E-9) and preservation of a 20-meter riparian buffer (Policy E-10).
Lake Quality Monitoring
HRM monitors approximately 70 lakes at present. (The list of lakes being monitored does not include St. Andrews (A) Lake, however many of the larger lakes within the Shubenacadie system are included)
