Launched in September 2006, VisionHRM began as a pilot project with the communities of Bedford Waterfront, Musquooboit Harbour and Fall River.

Based on the success of the pilot project, a multi-year program was approved in March 2008.  Under this program, community visioning began with the communities of Penhorn, Middle Sackville and Spryfield in May 2008.
