Public Meeting
A public presentation of the Bedford Waterfront Design Study took place on Wednesday, June 16, 2010 at Basinview Community School. Residents and stakeholders are invited to provide their feedback to Paul Morgan or Terry Drisdelle at the addresses listed below. Videos of the introductions and project background and the presentation of the design study can be viewed below. A copy of the Bedford Waterfront Design Study and the presentation minutes can also be downloaded.
What’s next?
The Bedford Waterfront Steering Committee, established by Regional Council to oversee this study, will meet and review the comments received and will make recommendations as to whether to proceed to implement the consultant’s study recommendations as presented or with amendments.
The Steering Committee report will be tabled with the North West Community Council for review and recommendation. The recommendations of the Steering Committee and Community Council will then be tabled with Regional Council for direction.
Regional Council will give direction to preparation of amendments to the community planning documents to implement the recommendations accepted. Municipal staff would then work with the Steering Committee to draft the amendments for public consultation.
Once satisfied with the draft, the Steering Committee will forward its recommendations to the
Community Council and Regional Council for a public hearing and consideration of adoption.

Background - Community Visioning
In February 2007, the Municipality initiated a community visioning process in collaboration with the community of Bedford to create a vision for the Bedford Waterfront. The Bedford Waterfront Community Liaison Group (CLG) was established to engage local citizens and provide a vision as to how the community should look and feel in 5, 10, to 25 years. In October 2007, Regional Council adopted the community vision and an action plan. Visit the "Visioning Process" link for further detail on the process, the vision and the action plan.
A Vision Implementation Committee (VIC) was formed in 2008 to implement the action plan and has been meeting on a regular basis.
Background - The Bedford Waterfront Design Study
The Municipality and Waterfront Development Corporation, a provincial crown corporation with a mandate to champion provincial interests for lands around Halifax Harbour and the Bedford Basin, have engaged a consultant to prepare a design study for the Bedford Waterfront.
A Public Participation Program has been approved by Regional Council. Details (including a map of the study area) are outlined in this report [PDF, 1.1MB].
Four Vision Implementation Committee members sit on a steering committee to guide the urban design study and participation program. The steering committee also includes representatives of the three major property owners within the study area - Waterfront Development Corporation Limited, United Gulf Limited and Sobeys Leased Properties Limited. The area councillor serves as an ex-officio, non-voting member.
A Request for Proposals (RFP) to lead the design study was issued on October 25, 2008. A contract was awarded to a consulting team headed by Ekistics.
A design brief with three alternative design options [PDF, 37.89MB] was presented to the public on June 10, 2009 at Basinview Elementary School. Based on the input received, the steering committee provided direction to the consultant regarding the preferred design solution.
