HalifACT Home Energy Upgrade program

The HalifACT Home Energy Upgrade (HHEU) program helps homeowners cut their energy use by 50 per cent to improve home comfort and lower energy costs. 

Program registration now open. 

Eligible homeowners can receive financing for heat pumps, insulation and electric water heaters at an interest rate of 4.75 per cent over 10 years. 

Homeowners also receive expert support from a Navigator who is available to answer questions on home energy upgrade projects and provide guidance through the stages of the program.

At this time, you do not meet the eligibility criteria for the Home Energy Upgrade program.

Who is eligible for the program?

The following properties may participate in the HHEU program:

  • homes built before 2000
  • homes that currently use oil for heating
  • properties in good financial standing
  • properties located in the Halifax Regional Municipality
  • residential buildings

Once registered, property owners must reach a series of milestones, guided by the Navigator, to maintain eligibility for financing, including the requirement to achieve a minimum reduction of 50 per cent in household energy use. These key milestones include:  

  • quotations that align with recommended efficiency upgrades
  • a post-retrofit home energy assessment demonstrating that an estimated 50 per cent or greater reduction in energy use has been achieved
  • commitment to ensuring that your selected contractor completes the efficiency upgrades in accordance with all applicable codes and regulations

Program financing

The HHEU program allows property owners to enter into an agreement with the municipality to access funds that offset the capital costs of installing energy upgrades on their property.

The municipality places a voluntary Local Improvement Charge (LIC) on the property after all installers are paid at the end of the project. The LIC is an annual charge and is separate from the property owner’s property tax bill. This LIC mechanism is described in detail in By-law S-500.

The LIC payments are made over a period of 10 years at a fixed interest rate (4.75 per cent), with the option of paying the balance in full and removing the lien at any time without penalty.

At each stage of the HHEU program, you will have the option to reach out to a program Navigator. Your Navigator is a dedicated expert who supports you throughout the retrofit process, offering personalised guidance and helping you overcome any challenges along the way.

The first step of the HHEU program is to check your eligibility and register.  

Once your registration is approved, you will receive an email with instructions to begin the home energy upgrade process and a schedule a call with your Navigator.
