The HalifACT Home Energy Upgrade (HHEU) program helps owners of oil-heated homes built before the year 2000 reduce their energy use by 50 per cent or more, improving home comfort and lowering energy costs.
Registrations now open for a limited number of homes.
Eligible homeowners can access financing for heat pumps, insulation and electric hot water tank upgrades, in addition to support from a HHEU Navigator who will guide them through the process.
Program financing
The HHEU program allows property owners to enter into an agreement with the municipality to access funds that offset the capital costs of installing efficiency upgrades on their property. The municipality places a voluntary Local Improvement Charge (LIC) on the property after all installers are paid at the end of the project. The LIC is an annual charge and is separate from the property owner’s property tax bill. This LIC mechanism is described in detail in By-law S-500.
The LIC payments are made over a period of 10 years at a fixed interest rate (4.75%) with the option of paying the balance in full and removing the lien at any time without penalty. 
Program navigation
At each stage of the program, you can reach out to a program Navigator. The Navigator is a third-party contractor that has been hired by the Halifax Regional Municipality to provide you with assistance.
The navigator is a free resource that can guide you through the program, assisting you with installing a heat pump and increasing the insulation within your home.
With your consent, the Navigator will be given access to key project information for registered homeowners, allowing them to efficiently monitor their progress and offer guidance.

The following are the criteria for participating in the HHEU program.
- you own your home
- your home is located in the Halifax Regional Municipality
- your home was constructed in the year 2000 or earlier
- you primarily use oil to heat your home
- the property is not being used to generate revenue (as commercial properties used for business income as defined by the Canada Revenue Agency are not eligible for this program)
