On October 2, 2018, Regional Council initiated a process to consider changes to the Halifax Municipal Planning Strategy.
KWR Approvals Inc., on behalf of Pathos Properties Incorporated, is applying to amend the Halifax Municipal Planning Strategy and the Halifax Mainland Land Use By-law.

The applicant wishes to construct an eight-storey, mixed-use building, with ground floor commercial and residential units above, at 205 Bedford Highway. This proposal cannot be considered under existing policies. The major aspects of the proposal are as follows:
- eight storeys in height
- ground floor commercial space
- 55 dwelling units, including 18 affordable units rented at 30% below market rents
- 11 barrier free units
- underground parking
The application will be considered as a Municipal Planning Strategy Amendment.
On October 2, 2018, Regional Council directed municipal staff to consider amendments that would enable the proposed development. Municipal staff hosted a public information meeting on February 4, 2019 at Rockingham United Church, Flamingo Drive. View the initiation report. Next steps include a staff review of the proposal and drafting a staff report and recommendation for Regional Council. Regional Council cannot approve any amendments before holding a Public Hearing.

The applicant has submitted plans and studies required by municipal staff to properly evaluate the application. The documents are also available for review at the Planning Applications office in Downtown Dartmouth.
