KWR Approvals Incorporated has submitted a planning application to consider residential development, by development agreement, at 74 Union Street in Bedford.
Following the Bedford MPS review in 1991, three major undeveloped portions of Bedford were identified for future residential growth: Paper Mill Lake, Crestview and Union Street. These three areas were designated and zoned RCDD (Residential Comprehensive Development District) under the Municipal Planning Strategy (MPS) and Land Use By-law (LUB) for the Bedford Plan Area. In these areas developers are required to enter into negotiated development agreements with Community Council subject to the applicable policies of the Bedford MPS.
The RCDD designation allows for the consideration of various forms of residential, institutional and limited neighbourhood commercial development.
The applicant is proposing 12 townhouse residential units on the subject property with access provided from Union Street. The applicant has provided background information related to:
- the environmental features of the site;
- traffic and transportation;
- municipal services, and
- the existing surrounding community uses.

This application is being considered under the development agreement process. In addition to the typical development agreement process, a Public Participation Committee has been assembled to review the subject application and to provide a recommendation to the North West Community Council.
An initial staff report regarding the formation of the Public Participation Committee (PPC) was prepared for review by Halifax Regional Council. On May 14, 2013, Halifax Regional Council approved the formation of the PPC to consider an application for residential development, by development agreement, at 74 Union Street, Bedford. The PPC have completed their review of the proposal and finalised their recommendation to North West Community Council at their final meeting on February 27, 2018. Below is the recommendation report prepared by the PPC:

In response to comments received from the public and the PPC, the applicant made changes to the proposal (see revised concept plans below).
The staff report has been tabled with North West Community Council for their consideration. Staff recommend that North West Community Council give First Reading to the matter and schedule a public hearing.
