A public hearing has now been scheduled for Tuesday, January 16th, 2018, at 6:00 p.m. at Halifax City Hall (Council Chamber), 3rd Floor, City Hall, 1841 Argyle Street, Halifax, NS. Regional Council will consider the amendments to the Halifax Municipal Planning Strategy and Halifax Peninsula Land Use By-law contained in the March 31, 2017 staff report found below with the exception that the overall height of the building be limited to 62 meters.
Application by APL Properties Limited to amend the Halifax Municipal Planning Strategy (MPS) and Halifax Peninsula Land Use By-law (LUB) to permit the application of a development agreement allowing a mixed use development consisting of a new residential tower of 29 storeys on a four to seven storey podium at 6009-6017 Quinpool Road, Halifax.

The applicant is proposing a single tower development reaching an overall height of 29 storeys, grounded by a four to seven storey podium which contains commercial uses at and near grade, residential units and shared residential amenity spaces. The applicant has also indicated the potential for a restaurant use to be located on the top floor. The building contains 209 dwelling units with the applicant indicating primarily a mix of 1 and 2 bedroom units with a limited number of 3 bedroom units. The site will provide 199 parking stalls divided between 2 sub-grade parkade levels and 4 levels of parking within the podium, all accessed off of Parker Street to the west.
The subject properties are 21,760 square feet in area with approximately 450 feet of street frontage located on the northwest corner of Quinpool Road and Robie Street. The site is designated both C (Commercial) and HDR (High Density Residential) within the Halifax MPS. The site is zoned C-2C (Minor Commercial-Quinpool Road), C-2 (General Business), and R-3 (Multiple Dwelling) in the Halifax Peninsula LUB.
NOTE: A proposal is also being considered under Case 19281 at 2032-2050 Robie Street.
Regional Council initiated the process at its meeting on June 10, 2014 following consideration of an initiation report presented by staff. This initiation included consideration for plan amendments to both this site as well as the adjacent property at 2032-2050 Robie Street under Case 19281. These applications have since been separated from eachother and will be considered individually.
Following direction from Regional Council received on September 6, 2016, staff forwarded a report to Regional Council which included site specific policy for the property at the northwest corner of Quinpool Road and Robie Street for a mixed use development 29 storeys in height. On March 21, 2017, Regional Council considered this policy, and instead directed that a public hearing be scheduled for policy allowing development with an overall height no greater than 62 metres (or approximately 20 storeys). All other aspects of the policy were to remain the same as the original proposal’s inclusive of its limitations on building length, podium height, and other building form controls. This direction was re-confirmed by Regional Council after consideration of an Information Report at their November 14, 2017 meeting.
