On December 14, 2020, North West Community Council chose to defer this matter until April of 2021 pending a review of concerns raised by the NS Department of Lands and Forests identifying the subject property as the potential habitat of endangered species.
Request
Application by Cygnet Properties, for lands identified as PID 00513788, on an extension of the Old Truro Road, Elmsdale for a development agreement to allow a 525-site mobile home park.
Proposal
The applicant has requested that North West Community Council (NWCC) consider a 525-site mobile home park through the development agreement process.
The portion of the property proposed for development is both zoned and designated MU (Mixed Use) within the Musquodoboit Valley/Dutch Settlement Plan Area.
The Concept Plan provided below outlines the proposal in detail, and includes information related to the location of servicing, the proposed mobile home sites, recreation features and street development, as well as environmental features.
Process
The application will be considered under the development agreement process.
Status
A virtual public hearing will be held on Monday, December 14, 2020 at 7:00 p.m. All oral and written submissions will be considered at that time. This meeting will occur in a virtual setting and attending in person is not possible. The virtual public hearing will be webcast and may be viewed online. Individuals seeking to speak at the hearing, members of the public, may email the Municipal Clerk’s office no later than 4:30 p.m. on December 11, 2020 to be added to the speakers list to speak by telephone.
Staff are currently undertaking a detailed review of the application. Upon completion of the staff review a report will be submitted to the North West Community Council wish to consider the development agreement, a public hearing will be held. At the public hearing members of the public may address Community Council or submit written comments in advance. Anyone who received notification of the Tuesday, June 26, 2018 public meeting will also receive notice of the public hearing. Notice of the public hearing will also appear in the municipal notices section of the Chronicle Herald and on the municipal website.
An Open House was held on Tuesday, June 26, 2018 at the Riverline Activity Centre - 80 Grono Rd, Dutch Settlement, NS. The purpose of the meeting was to receive feedback regarding the application.
