Request
Application by Armco to amend the Municipal Planning Strategy (MPS) for Eastern Passage/Cow Bay to allow a mixed residential development by development agreement on lands located on Hines Road in Eastern Passage.
Proposal
The subject lands are located off Hines Road as shown in a staff report, and are designated Industrial under the Eastern Passage/Cow Bay MPS, and are currently zoned R-1 (Single Unit Dwelling), I-1 (Light Industry) and EC (Environmental Conservation) under the Land Use By-law (LUB) for Eastern Passage/Cow Bay.
The applicant requests that Regional Council designate the lands for mixed residential development, in order that Harbour East - Marine Drive Community Council (HEMDCC) may consider a detailed development agreement application for the site.
Process
This application is being considered under the municipal planning strategy amendment and development agreement process.
Status
Regional Council initiated the plan amendment process on July 29, 2014 following consideration of an initiation report. As per Regional Council’s direction, the developer is required to consult with nearby residents before preparing and submitting a concept plan to the Municipality.

The applicant will provide the plans required by Municipal staff to properly evaluate the application following consultation with area residents. These materials will be posted on this site and will be available for review at the Planning and Development office in Dartmouth.
