The applicant wishes to remove the existing building on the property and construct a new multiple unit residential building. After the public information meeting held on December 3, 2015, the applicant has revised their proposal to request the consideration of a 5 storey building that transitions to a 3 storey building along Larch Street. The proposal consists of 28 residential units and includes 21 parking spaces.
The subject property is currently developed with a 2 storey building and has approximately 10,566 square feet in area with 85 feet of frontage along Coburg Road and 90.5 feet of frontage along Larch Street.
The subject property is designated Medium Density Residential (MDR) in the Peninsula Centre Secondary Plan of the Municipal Planning Strategy for Halifax and is zoned R-2 (General Residential) Zone by the Halifax Peninsula Land Use By-law (Map 2).
At their January 24, 2017 meeting, Halifax Regional Council approved amendments to the Halifax Municipal Planning Strategy, within the Peninsula Centre Area Plan, by adding Section VI, Policy 1.16. This policy provides site-specific criteria for Council to consider when evaluating a proposed development agreement for a multi-unit residential re-development on the site.
This application is being considered through the Development agreement process.
At their January 24, 2017 meeting, Halifax Regional Council approved site specific amendments to the Halifax Municipal Planning Strategy to allow consideration of a multiple unit residential development with underground parking on this site. A development Agreement application has since been made, with Halifax and West Community Council considering a staff report and scheduling a public hearing at their July 25, 2017 meeting.
