A development agreement was approved by North West Community Council (NWCC) on February 23, 2015 to introduce new commercial land uses to the former Travellers Motel and existing Motel Esquire located on the subject properties. The development agreement allows for the full conversion of the Travellers Motel Site for general commercial uses and allowed for a partial conversion of the Motel Esquire Site, while retaining a portion of the motel use.
Since the development agreement was approved, the applicant noted an increase in commercial interest on the subject property and has expressed the need to expand the total amount of general commercial floor area permitted, along with other amendments to the development. Specifically the applicant is requesting the following:
- full conversion of the Motel Esquire site to general commercial uses
- the allowance of roof top signage
- new site plans to provide more clarity for the development agreement
Since the public information meeting (PIM) was held, the applicant is also proposing an expansion to the types of commercial uses to include funeral services and doggy daycares (involving retail sales, grooming, self-serve dog wash, and daytime boarding).
This application is being considered under the development agreement process.
NWCC passed a motion at its meeting held on July 11, 2016 for staff to provide a supplementary report concerning alternative signage requirements that reduce or eliminate roof signage, the appropriate range of permitted uses, and the phasing of development on the subject site for review by NWCC prior to considering giving notice of motion to consider the proposed amending development agreement. A PIM was held on Thursday, September 24, 2015 and was presented to the North West Planning Advisory Committee (PAC) at their meeting on November 4, 2015.
Once an amendment to the development agreement is negotiated, Municipal staff will complete a report providing a recommendation on whether Community Council should consider approving the proposed amending development agreement. Prior to any decision by NWCC, a public hearing will need to be held. Notice of a public hearing will be published in the Municipal Notices section of the newspaper.
