Application by Civtech Engineering, on behalf of James, Leo and Ann Hallal and Mike Faddoul, to amend the Municipal Planning Strategy and Land Use By-law for Planning District 5 (Chebucto Peninsula) to allow commercial and residential development at the former satellite station site at 90 Club Road in Harrietsfield.
The subject property is located on the northern edge of Run Lake at the western end of Club Road. It is designated Residential under the Municipal Planning Strategy for Planning District 5 (Chebucto Peninsula) (MPS), and is zoned P-5 (Special Facility) under the Land Use By-law for Planning District 5 (Chebucto Peninsula) (LUB).
The applicant is proposing to convert the existing 4,000 square foot building on the site that was formerly used as a satellite receiving station for commercial purposes. The applicant is also proposing to rezone the remainder of the property to allow for the development of residential lots. Please see the Applicants Letter and Site Plan below under Documents Submitted for Evaluation. No policy currently exists to enable the conversion of the existing building. However, there is policy (Policy RES-2 of the MPS) for Halifax and West Community Council (HWCC) to consider a rezoning of the lands to the R-2 (Two Unit Dwelling) Zone.
This commercial component of this application is being considered under the municipal planning strategy amendment process. The residential component of this application is being considered under the rezoning process. These processes will include public consultation and a public hearing and will be processed concurrently.
Regional Council began the MPS amendment process at its meeting August 15, 2017 following consideration of an initiation report submitted by staff. This means that Council is willing to consider the proposal following staff review and public consultation, but no decision on the proposal has been made.
A Public Information Meeting was held on Thursday, January 18, 2018 at the Harrietsfield Elementary School. The proposal will now be reviewed in detail by staff, who will prepare a recommendation report. The staff report will be considered by Halifax and West Community Council and Regional Council for a decision. Before any decision is made a public hearing must be held. A public hearing provides an additional opportunity for public comment. Public hearings are a formal process and the procedures for the meetings are found in Administrative Order One.
