Application by UPLAND Urban Planning + Design Inc. to discharge an existing development agreement and enter into a new development agreement for a 12-storey mixed-use commercial and residential building at 910 Bedford Highway, Bedford.
The subject lands are located at the intersection of Bedford Highway and Moirs Mill Road, Bedford and have an approximate area of 4,083 square metres. The lands are designated Commercial under the Bedford Municipal Planning Strategy (MPS), and are zoned CGB (General Business District) and RSU (Single Dwelling Unit) under the Bedford Mainland Land Use By-law (LUB).
The applicant is proposing to discharge an existing development agreement, which is made up of three individual agreements, i.e. an Original Development Agreement, a First Amending Agreement, and a Second Amending Agreement. Taken together, these agreements permit the construction of a mixed use commercial and residential building having a maximum of 60 dwelling units and a maximum height of 8 storeys tapered into the topography of the site.
In conjunction with the discharge of the existing development agreement, the applicant is proposing entering into a new development agreement for a 12-storey mixed-use commercial and residential building having a maximum of 60 dwelling units and 18,000 square feet of commercial/retail space. The new proposal also includes 94 parking spaces, 84 of which would be indoor parking spaces and 10 of which would be located outdoor.
The application will be assessed primarily against Policy C-4(a) of the Bedford MPS.

This application is being considered through the Development Agreement process.
A Public Information Meeting is in the process of being scheduled. Notices for this meeting will be published in a local newspaper circulating in the Municipality, as well as on this website. In addition, adjacent property owners will be notified of the meeting by direct mail.
Following the Public Information Meeting, the request will be forwarded to North West Planning Advisory Committee and then reviewed by staff. A Staff Report will then be prepared and forwarded to North West Community Council for discussion and a decision. Prior to any consideration to approve this application, North West Community Council is required to hold a public hearing. At that time, an additional opportunity for public comment will be provided, in advance of Council’s decision.
