WSP and Architecture 49, on behalf of Westwood Group, has applied to amend the Municipal Planning Strategy for Halifax and Land Use By-law for Halifax Peninsula to enable alternative residential, commercial and mixed-use redevelopment options, including commercial uses, multi-unit residential buildings, and townhouses buildings, at the former Ben’s Bakery Lands on Quinpool Road, Pepperell Street, Preston Street and Shirley Street, Halifax.
The applicant wishes to redevelop the former Ben’s Bakery Lands with a mix of uses, including:
General Land Uses: Mixed-use (commercial and residential)
Quinpool Road and north side of Pepperell Street:
• Maximum 10-storey building on Quinpool Road
• Commercial space on ground and second levels
• Residential units on all floors
South side of Pepperell Street:
• Stacked townhouses
• 6-storey multi-unit residential building (Berkeley seniors’ residence)
• Stacked townhouses
• Two blocks of townhouses
The applicant submitted material (provided below) which outlines the development proposal in detail, including project renderings, site plan, building drawings and Traffic Impact Statement.
The applicant intends to revise some elements of this proposal before staff makes a recommendation to Regional Council.
The application is a request for new planning policy. Staff are reviewing the application, and will prepare a recommendation for Regional Council to consider.
A notice has been sent to surrounding property owners regarding the application. Before Regional Council can make any decision about the proposal, a Public Hearing must be held. Nearby property owners will be notified of the date and time of any Public Hearing.

On August 1, 2017, Regional Council directed staff to consider the application as a site-specific amendment to the current municipal planning strategy policy. Staff are currently reviewing the application in detail.

The applicant has submitted plans and studies required by HRM staff to properly evaluate the application. The documents are also available for review at the Planning Applications office at 40 Alderney Drive, Dartmouth.
