Application by Environmental Design Management (EDM), on behalf of Dartmouth Crossing Limited, to rezone lands located north of Commodore Drive and west of Finlay Drive in Dartmouth Crossing from the I-2 (General Industrial) Zone to the BCDD (Burnside Comprehensive Development District) Zone and to enter into a development agreement to allow for two multiple-unit residential buildings.

The subject lands are located north of Commodore Drive and west of Finlay Drive in Dartmouth Crossing. The lands are designated I (Industrial) under the Dartmouth Municipal Planning Strategy [MPS], and are zoned I-2 (General Industrial) under the Dartmouth Land Use By-law [LUB]. The lands identified by PID # 41255019 are approximately 23.5 hectares in size, but only an 8.8 hectare portion of this parcel is subject to the rezoning application [Area to be Rezoned].
The current zoning permits a variety of commercial and industrial uses, but not residential uses. The rezoning to BCDD (Burnside Comprehensive Development District) would allow for the consideration of residential uses through the development agreement process.
The applicant is proposing to develop an initial phase of two multiple-unit residential buildings, with one of the building (Building A) having a height of 15 storeys and the other building (Building B) having a height of 7 storeys. The two buildings would contain a combined total of 282 multiple residential units. A larger residential component is proposed to follow in subsequent phases on the remainder of the lands to be rezoned through the development agreement process.
This application is being considered through the Rezoning and Development Agreement Process.
Due to the location of the subject lands and the absence of residents in the immediate area, staff will be waiving the need to hold a public information meeting. However, adjacent property owners will be notified of the proposal by mail. Staff will also undertake a detailed review of the application prior to sending a recommendation report to Harbour East – Marine Drive Community Council.
