Request
Kathleen O’Donovan, on behalf of Bedford Bay Limited, is applying to develop lands at the southwestern end of Shore Drive, Bedford, with single unit dwellings. PID #40018079.
The proposal cannot be considered under existing planning policy; therefore, the applicant has asked for changes to the Municipal Planning Strategy for Bedford (MPS) and the Land Use By-law for Bedford (LUB).

The applicant wishes to construct an extension to Shore Drive and subdivide the properties at 65 and 79 Shore Drive into six lots for single unit dwellings.
This can be accommodated by re-designating these properties with the Residential designation and rezoning to the Residential Single Dwelling Unit (RSU) Zone.
The development plans (provided below) outline the development proposal in detail, including the applicant’s request letter, a conceptual site plan for the lots, and a traffic impact statement.
The water lot next to these properties (PID #40018079) is owned by the Crown, and it is also being considered for the Residential and RSU Zone.
Process
The application is a request to change the Bedford Municipal Planning Strategy and Land Use By-law. On July 18, 2017, Regional Council began this process following consideration of a staff initiation report.
Staff are currently reviewing the application in detail, and a public information meeting will be held as part of this review.
Staff will ultimately write a report to Council which includes a recommendation on the proposal. Before Regional Council can decide to approve any changes, a public hearing must be held.
Nearby residents will be notified by mail of any public information meeting or public hearing that is scheduled.
Status
Regional Council has scheduled a public hearing to consider this application. The public hearing will take place on Tuesday, June 19, 2018 at 6:00 p.m. at Halifax City Hall (Council Chamber), 3rd Floor, City Hall, 1841 Argyle Street, Halifax, NS. All oral and written submissions will be considered at that time. Written submissions may be forwarded to the Municipal Clerk by mail, P.O. Box 1749, Halifax, Nova Scotia, B3J 3A5; by fax, 902-490-4208; or by e-mail, clerks@halifax.ca. Written submissions should be received by the Municipal Clerk’s office as early as possible and not later than 3:00 p.m. on June 19, 2018. For any written submissions exceeding three standard letter sized pages in length, thirty copies must be supplied to the
Municipal Clerk’s office.

The applicant has submitted plans and studies required by HRM staff to properly evaluate the application. The documents are also available for review at the Planning Applications office at 40 Alderney Drive in Downtown Dartmouth.
