Application by WSP Canada Inc., on behalf of JMJ Development Ltd., to rezone lands at 20 Tremont Drive (4 PID’s), Halifax from R-1 (Single Family Dwelling) Zone and R-2 (Two Family Dwelling) Zone to R-2T (Townhouse) Zone.

The subject lands are located west of the Bedford Highway, east of Rockingham Elementary School. The lands are designated RES (Residential) under the Halifax Municipal Planning Strategy (MPS), and are zoned R-1 (Single Family Dwelling) Zone and R-2 (Two Family Dwelling) Zone under the Halifax Mainland Land Use By-Law (LUB). The lands identified by PID #’s 00291294, 41422049, and 40884827 are approximately 104,713 square feet (2.4 acres) in size.
The applicant is proposing a rezoning of the lands to the R-2T (Townhouse) Zone to enable the placement of 16 townhome units. Previously, the applicant requested policy change for the placement of 8 townhome units and a 46-unit apartment building, which was not supported by Planning staff. The applicant then proposed 24 townhome units, but has since removed parcels of land along Tremont Drive from their proposal, resulting in their latest proposal of 16 townhome units.
The proposal includes the construction of a cul de sac off Tremont Drive. A Traffic Impact Statement has been provided by the applicant for staff evaluation, and is attached below.
Any townhome proposed to be constructed within the R-2T Zone of the Halifax Mainland LUB is required to meet the zoning provisions of that zone. You may view the zone requirements by searching the R-2T Zone in the Halifax Mainland LUB.
This application is being considered through the Rezoning Process (Process No 2.02).

The applicant has submitted the below plans and studies required by HRM staff to properly evaluate the application. They are also available for review at the Enabled Urban Applications office in Dartmouth at 40 Alderney Drive, Dartmouth, 2nd Floor.
The information in the Traffic Impact Statement refers to the previous proposal of 24 townhome units. Please note that a new addendum was not required by HRM for 16 townhome units as it is less impactful.
