Application by Halifax Construction & Debris Recycling Ltd. to amend the Cole Harbour / Westphal Municipal Planning Strategy and Land Use By-law to permit the expansion of the C&D transfer station at 206 Ross Road, Westphal.
206 Ross Road is located in Westphal, adjacent to the applicant’s existing C&D transfer station at 188 Ross Road. The subject site is designated Urban Reserve under the Cole Harbour / Westphal Municipal Planning Strategy (MPS), and is zoned I-1 (Light Industry) Zone and P-1 (Open Space) Zone under the Land Use By-law.
The applicant is proposing to expand the existing C&D transfer station into the rear portion of the lands at 206 Ross Road to alleviate congestion associated with the station’s current operations.
MPS Policies SW-6 and SW-7 establish the CD-1 (C&D Transfer Stations) Zone for Cole Harbour / Westphal; however, these policies also limit the existing Ross Road C&D transfer station to a single parcel (PID 40485310). Therefore, MPS policy - and subsequently the LUB - must be amended to permit the CD-1 Zone on the rear portion of 206 Ross Road.
This application is being considered under the rezoning process.
A Public Information Meeting was held on Monday, April 23, 2018 at the Ross Road School in Westphal. The Public Information Meeting minutes can be viewed here.
The application is currently being reviewed by various HRM Departments. Once the detailed review is complete, staff will prepare a staff report, including a recommendation on the MPS and LUB amendments, which will be forwarded to the Harbour East – Marine Drive Community Council to obtain a recommendation. The application will then be forwarded to Regional Council for the first reading.
Before any decision is made a public hearing must be held. Public hearings are a formal process and the procedures for the meetings are found in Administrative Order One. The hearing provides an additional opportunity for public comments and/or questions. Following the public hearing, Regional Council will make a decision on the application.
