Application by Shelley Dickey Land Use Planning, on behalf of the First Baptist Church, to rezone a portion of PID no. 41113887, lands fronting Lancaster Drive and Woodland Avenue, Dartmouth from the R-1 (Single Family Residential) Zone to the R-3 (Multiple Family Residential- Medium Density) Zone.
The subject lands are located at the corner of Lancaster Drive and Woodland Avenue. The lands are designated Residential under the Dartmouth Municipal Planning Strategy and are zoned R-1 (Single Family Residential) Zone, under the Dartmouth Land Use By-law. The lands identified by PID no. 41113887 are approximately 8.25 acres in area, however the rezoning request is only for a portion of the property at approximately 2.75 acres in area.
The applicant is proposing a rezoning of a portion of the property to the R-3 (Multiple Family Residential-Medium Density) Zone. A rezoning to the R-3 Zone would enable the property owner to make another planning application for consideration of a development agreement for a multi-unit apartment building development with 100-120 units (proposed as two buildings at approximately 5-6 stories each). The remainder of the property is to remain zoned R-1, and has a church proposed which is permitted under the current R-1 Zone - this area of land is not a part of this application and is to remain zoned R-1.
The proposal includes driveway access off Lancaster Drive. A Traffic Impact Statement has been submitted by the applicant to be reviewed by HRM. The application was submitted for First Reading to Harbour East - Marine Drive Community Council, April 4, 2019 and a public hearing date was set.
The public hearing will be held by Harbour East-Marine Drive Community Council on Thursday, May 2, 2019 at 6:00 p.m., Harbour East-Marine Drive Community Council Meeting Space, Main Floor, Alderney Gate, 40 Alderney Drive, Dartmouth. All oral and written submissions will be considered at that time. Written submissions may be forwarded to the Municipal Clerk by mail, P.O. Box 1749, Halifax, Nova Scotia, B3J 3A5; by fax, 902-490-4208; or by e-mail. Written submissions should be received by the Municipal Clerk’s office as early as possible and not later than 3:00 p.m. on May 2, 2019. For any written submissions exceeding three standard letter sized pages in length, ten copies must be supplied to the Municipal Clerk’s office
There was a Public Information Meeting held on Monday, June 18, 2018 at the First Baptist Church (community room) at 100 Ochterloney Street, Dartmouth.
