EDM Planning Services Ltd. is requesting non-substantive amendments to an existing Development Agreement for multi-residential buildings located at Finlay Drive, Dartmouth.
The applicant proposes to make non-substantive amendments to the Development Agreement for Case #20395. The property is designated I (Industrial) under the Dartmouth Municipal Planning Strategy (MPS) and is zoned BCDD (Burnside Comprehensive Development District). The existing agreement allows for the development of two buildings, Building A and Building B1, on the property with a maximum density of 325 units. Building A has been designed as a high-rise apartment building with dual towers set back on a podium and Building B1 has been designed as the first half of a dual mid-rise tower.
The requested non-substantive amendment is to allow an addition (Building B2) to be built onto Building B1, which will mirror Building B1 in shape and form and add a maximum of 60 units. The proposal includes an additional access from Finlay Drive onto the subject property through a right-in/right-out drive way with access to the parking garage.
The major aspects of the proposal are as follows:
• Non-substantive amendment to DA for Case #20395
• Addition to Building B1, will mirror details of adjoining building
• Maximum 7 storeys with a maximum of 60 units
• Minimum 25% two-bedroom units
• Setback on parking podium
• Right in/right out driveway on Finlay Drive with access to parking garage
• 10 of the required 1 parking spaces per unit to be placed in a surface lot
The Development Plans (provided below) outline the development proposal in detail, and include information related to parking, landscaping, garbage facilities, signage, and traffic.
The application will be considered under the Non-Substantive Development Agreement Process.
