A Public Information Meeting (PIM) will be held on September 18, 2019 at 7pm at 15 Learys Cove, East Dover Community Hall. This is an opportunity for the applicant to present the proposal, HRM staff to explain the planning process and for residents to ask questions and give feedback
Application by David Cahill to enter into a development agreement for a Commercial Recreational Use to develop a low impact, eco-tourism development on 43.5 acres of land in McGraths Cove.
The subject property is located in McGraths Cove, fronting on Prospect and East Dover Roads (PIDS: 40853376 & 40065195). The property is designated RB (Residential B) and RRA (Rural Residential A) in the Planning District 4 (Prospect) Municipal Planning Strategy (MPS) and zoned RB-1 (Residential B-1) Zone and RRA-1 (Rural Residential A-1) Zone in the Land Use By-law (LUB).
The applicant wishes to develop low impact, eco-tourism camping for up to 18 sites. A Commercial Recreation in this Plan Area permits this through a development agreement. The development is required to address a list of considerations as stated in Policy RB-11 of Planning District 4 (Prospect) MPS. The major aspects of the proposal are as follows:
• The primary driveway access is off Prospect Road, with other accesses off East Dover and McGraths Cove Roads.
- Up to 20 camp sites with low impact structures and tenting
• Up to 18 wooden deck camp sites with either a tipi or frontier style canvas tent.
• A boat launch area onto Eastern Lake
• A board walk with viewing stations along Eastern Lake.
The Development Plans (provided below) outline the development proposal.
The application will be considered under the Development Agreement Process.
The application was reviewed by planning and development staff. A Public Information Meeting will take place at East Dover Community Hall, 15 Learys Cove, on Wednesday, September 18 at 7pm to gather input regarding the proposal. Adjacent property owners will be notified of public consultation and a sign will be posted by the applicant on the subject site advertising the intent to enter into a development agreement.

The applicant has submitted plans and studies required by HRM staff to properly evaluate the application. The documents are also available for review at the Planning Applications office in Downtown Dartmouth.
